City Council Regular Meeting Minutes February 27, 2018 Page 2 A. 2018 Strategic Plan. City Manager Casey presented the 2018 Strategic Plan reviewing the team, process, progression, mission, accomplishments, long term priorities, on the radar, and pyramid. 6 Councilmember Stille stated the packet is available online and this is a valuable exercise. He 7 suggested residents review the strategic plan. He thanked Staff for their work on the Strategic 8 plan. 9 10 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the 2018 11 Strategic Plan as presented. 12 13 Motion Carried 5 -0. 14 15 B. Resolution 18 -022, a Resolution Adopting the e City of St. Anthony Federal Funds 16 Procurement Policy. 17 18 City Manager Casey stated the staff is requesting the Council to approve the resolution 19 authorizing the adoption of the City of St. Anthony Federal Funds Procurement Policy ( "FFP 20 policy "). The FFP policy will only apply to procurements supported by Federal funds. A separate 21 policy is necessary in order to be in compliance with Federal Regulations. The City's general use 22 purchasing policy contains many of these same requirements. The separate policy provides 23 clarification between general requirements and Federal requirements. 24 25 Councilmember Stille asked if this was previously done with regard to the HSIP project. Mr. 26 Casey stated it was similar. 27 28 Councilmember Jenson asked if this policy is reviewed every year. Mr. Casey stated only when 29 there are modifications. 30 31 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 32 18 -022; a Resolution Adopting the City of St. Anthony Federal Funds Procurement Policy. 33 Motion Carried 5 -0. 34 C. St. Anthony Administration Department Annual Report. 35 36 City Manager Casey presented the 2017 Administration Annual Report including Organization, 37 City Council, 2017 meetings, Strategic Plan, Conferences, Meetings, SALO Visitors, Highlights, 38 Tour of City, Professional Development, Inclusion Committee, Online City Services on Website, 39 Customer Web Portal for Water Usage, Project Updates, Elections, Spring Clean Up Day, Fix It 40 Clinic and Techdump, Sustainability, Students in Government, Explore Development of Former 41 Bowling Alley Site, Grants and Cooperative Ventures, Affordable Housing Summit, Intersection 42 Control Policy, Building Permit Valuation, and Planning Commission Work Plan. 43 44 Mr. Casey thanked Charlie Yunker and Nicole Miller for their work on the report. Mr. Casey 45 noted the entire 60 -page report is available on the City's website along with other department 46 annual reports.
