City Council Regular Meeting Minutes <br />February 27, 2018 <br />Page 2 <br />A. 2018 Strategic Plan. <br />City Manager Casey presented the 2018 Strategic Plan reviewing the team, process, progression, <br />mission, accomplishments, long term priorities, on the radar, and pyramid. <br />6 Councilmember Stille stated the packet is available online and this is a valuable exercise. He <br />7 suggested residents review the strategic plan. He thanked Staff for their work on the Strategic <br />8 plan. <br />9 <br />10 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the 2018 <br />11 Strategic Plan as presented. <br />12 <br />13 Motion Carried 5 -0. <br />14 <br />15 B. Resolution 18 -022, a Resolution Adopting the e City of St. Anthony Federal Funds <br />16 Procurement Policy. <br />17 <br />18 City Manager Casey stated the staff is requesting the Council to approve the resolution <br />19 authorizing the adoption of the City of St. Anthony Federal Funds Procurement Policy ( "FFP <br />20 policy "). The FFP policy will only apply to procurements supported by Federal funds. A separate <br />21 policy is necessary in order to be in compliance with Federal Regulations. The City's general use <br />22 purchasing policy contains many of these same requirements. The separate policy provides <br />23 clarification between general requirements and Federal requirements. <br />24 <br />25 Councilmember Stille asked if this was previously done with regard to the HSIP project. Mr. <br />26 Casey stated it was similar. <br />27 <br />28 Councilmember Jenson asked if this policy is reviewed every year. Mr. Casey stated only when <br />29 there are modifications. <br />30 <br />31 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />32 18 -022; a Resolution Adopting the City of St. Anthony Federal Funds Procurement Policy. <br />33 Motion Carried 5 -0. <br />34 C. St. Anthony Administration Department Annual Report. <br />35 <br />36 City Manager Casey presented the 2017 Administration Annual Report including Organization, <br />37 City Council, 2017 meetings, Strategic Plan, Conferences, Meetings, SALO Visitors, Highlights, <br />38 Tour of City, Professional Development, Inclusion Committee, Online City Services on Website, <br />39 Customer Web Portal for Water Usage, Project Updates, Elections, Spring Clean Up Day, Fix It <br />40 Clinic and Techdump, Sustainability, Students in Government, Explore Development of Former <br />41 Bowling Alley Site, Grants and Cooperative Ventures, Affordable Housing Summit, Intersection <br />42 Control Policy, Building Permit Valuation, and Planning Commission Work Plan. <br />43 <br />44 Mr. Casey thanked Charlie Yunker and Nicole Miller for their work on the report. Mr. Casey <br />45 noted the entire 60 -page report is available on the City's website along with other department <br />46 annual reports. <br />
