The appropriate Response Action Plan has <br />been submitted and approved by appropriate agencies. The developer is intending to remediate all <br />environmental contamination on the site as a part of redevelopment. The EAW completed for this site <br />has listed the detailed permits and information related to this cleanup effort. <br /> <br />Grading: Significant grading is required on this property for the accommodation of the development <br />proposal. The city engineer has reviewed the grading plan and provided detailed comments in the <br />attached memorandum. <br /> <br />Stormwater Management: A stormwater management collection and treatment system is proposed <br />through a system of curbing, catch basins, underground conveyance, ponding, and bio‐retention. This <br />includes traditional at grade ponds and below grade bio‐filtration systems. Detailed comments have <br />been submitted with the city engineer’s memorandum. <br /> <br />Utilities: Public sanitary sewer and watermain extensions and hydrants are proposed as part of this <br />development. The infrastructure is proposed under private streets, with public easements over them. <br />Detailed comments on the utilities have been submitted with the city engineer’s memorandum. <br /> <br />Phasing: After the final PUD approval, work will commence on the assisted senior living building as soon <br />as weather conditions will allow. Construction is expected to take approximately 18 months per building <br />to complete. As crews finish their particular subset of work, they will move to the independent senior <br />living building and then to the market‐rate building. The Village, LLC hopes to commence work at the <br />end of 2018 with an aggressive construction schedule to complete all three buildings by late 2020 or <br />during 2021. <br /> <br />Park Dedication Fees: Park dedication is required on all new subdivisions in St. Anthony. The amount of <br />land and cash in‐lieu contribution will be determined at the time of final plat and included in the <br />Development Agreement. The Park Dedication submittal was reviewed by the Park Commission at its <br />meeting on March 12 and a recommendation was made to accept cash‐in‐lieu of public parkland <br />dedication, with credit for public park infrastructure, trails, and the value of the land for an 8 foot public <br />trail easement along the public trail. <br /> <br />Development Agreements/Contracts: A series of development agreements and contracts will be <br />required for this project, including the payment of appropriate sewer, water, and park dedication fees. <br />These legal documents will be drafted and prepared at appropriate times during the final plat/final <br />development plan stage. <br /> <br />Other Agency/Department Requirements: In addition to city code requirements for the review and <br />consideration of a PUD preliminary development plan, re‐zoning and subdivision application, this <br />redevelopment is subject to many other jurisdictional requirements including the following: <br /> <br />State Rules Governing Completion of an EAW. Due to its size (over 375 attached units), Minnesota Rule <br />4410 requires preparation of an EAW to evaluate and identify existing environmental conditions and to <br />identify the impacts of this proposed development with regard to land use, soils, fish/wildlife, historical <br />60
