St. Anthony Village 2019 Street and Utility Improvements <br />March 14, 2018 <br />Page 2 <br /> <br /> <br />K:\011648‐000\Admin\Docs\MEMO_2019StreetImprove_031418.docx <br />with City Public Works Staff, it is believed that road patching can delay reconstruction until future <br />needs and redevelopment can be thoroughly vetted. <br />Option 1 - Potential Alternative Improvements <br />Recently, City Staff met with the Ramsey County engineers to discuss the County’s Transportation <br />Improvement Plan, more specifically improvements programmed for the 2019 construction season. <br />Ramsey and Hennepin Counties are proposing to reconstruct County Road C (29th Avenue NE) from <br />Highway 88 to Interstate 35W in 2019/2020. While St. Anthony’s funding participation is not fully <br />known at the is time, it is anticipated the City will be asked to participate in funding for <br />trail/pedestrian improvements as well as drainage/flood relief improvements within St. Anthony’s <br />industrial park and near the intersection of Highway 88 and County Rd C. <br /> <br />Additionally, Ramsey County is planning to resurface Silver Lake Road from 37th Avenue NE to <br />Interstate 694. As you are aware, City Staff has been working to correct flooding concerns along <br />Silver Lake Road between 39th Avenue NE to Silver Lane. These improvements should be <br />completed prior to resurfacing of Silver Lake Road to avoid disturbance of a newly resurfaced Silver <br />Lake Road. <br /> <br />Option 2 – Current 2019 Street & Utility Reconstruction <br />Option 2 proposes moving forward with the previously mentioned 2019 Street and Utility <br />Improvement Project as originally scheduled. Depending on the exact timing of the Ramey County <br />improvements, the City may choose to remain on track with the Street and Utility Reconstruction <br />Program as scheduled with additional costs for the Ramsey County improvements spread out over <br />the 2019 and 2020 construction years. <br /> <br />Option 3 – Partial 2019 Street & Utility Reconstruction <br />Option 3 proposes reconstructing a portion of the originally scheduled 2019 Street and Utility <br />Improvement Project. This option would reconstruct 32nd Avenue NE and a portion of Croft Drive. <br />The reduced project cost of this option would allow a funding capacity to complete flood relief <br />improvements on Silver Lake Road as well as anticipated improvements at County Road C. <br /> <br /> <br />Financial Impact <br />The estimated project costs are as follows: <br /> <br />Estimated Project Cost <br /> <br />Proposed Improvements Total Cost <br />Option 1 <br />Total MWMO Pond Improvements $250,000 <br />Silver Lake Road Storm Improvements $700,000 <br />County Road C Trail Improvements ? <br />Option 2 32nd Street, Skycroft Drive and Croft Drive <br />Reconstruction $2,470,600 <br />Option 3 32nd Street and Croft Drive Reconstruction $1,361,400 <br /> <br /> <br />
