Resolution 18-031; a Resolution In Support of the “Mayor’s Challenge for Water 6 <br />Conservation.” 7 <br /> 8 <br />City Manager Casey reviewed Council is requested to consider a resolution in support of the 9 <br />Mayor’s Challenge for Water Conservation. The seventh annual National Mayor’s Challenge for 10 <br />Water Conservation is presented by the Wyland Foundation and Toyota, with support from the 11 <br />U.S. EPA WaterSense, Toro Company, National League of Cities, ConservaIrrigation and Earth 12 <br />Friendly Products (makers of ECOS), which is a healthy, non-profit competition for cleaner 13 <br />communities and a water use and pollution reduction competition between cities. It was noted 14 <br />that residents can register their participation online by making simple pledges to decrease their 15 <br />water use and to reduce pollution for the period of one year. Between April 1-30, 2018 the City 16 <br />of St. Anthony wishes to inspire its residents and neighboring communities to take the “Wyland 17 <br />Mayor’s Challenge for Water Conservation” by making a series of online pledges at 18 <br />mywaterpledge.com to reduce their impact on the environment and to see immediate savings in 19 <br />their water, trash, and electricity bills. Information will be available on the City website. 20 <br /> 21 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 22 <br />18-031; a Resolution in support of the “Mayor’s Challenge for Water Conservation”. 23 <br /> 24 <br />Motion Carried 4-0. 25 <br /> 26 <br />B. St. Anthony Police Department Annual Report 27 <br /> 28 <br />Police Chief Jon Mangseth presented the 2017 St. Anthony Police Department Annual Report. 29 <br />He provided a department summary, part I and part II crimes, calls for service, patrol review, 30 <br />investigation review, education summary, police reserves, social media, community engagement, 31 <br />progress report, what’s on deck, and how residents can stay connected to the Police Department. 32 <br />He also provided the current headcount due to staff losses, transfers, etc. The full Police 33 <br />Department will be on the City Website on March 28, 2018. Police Chief Mangseth named the 34 <br />achievements of many of the officers, staff, and reserve officers within the Department. 35 <br /> 36 <br />Councilmember Gray asked about the clearance rate and how that has trended over the past few 37 <br />years. Chief Mangseth stated they have stayed within that 43 – 49%. Councilmember Gray stated 38 <br />the Chief and his management staff have dealt with what has gone on during the past year in a 39 <br />fantastic way, noting community engagement is not new to the Department. 40 <br /> 41 <br />Councilmember Jenson highlighted and read the strategic principles from the full report. 42 <br /> 43 <br />Mayor Faust stated the police officers have embraced the body cams and there won’t be an issue 44 <br />of them turning them on. He added that the consistency in leadership creates a good environment 45 <br />12
