The Honorable Mayor, City Council and Staff <br />April 13, 2018 <br />Page 2 <br /> <br /> <br /> C:\Users\jmessner.WSBA\Desktop\LTR-hmcc-27th_Pahl_Traffic Study-041318 - CTR.docx <br />Scope of Work <br /> <br />Task 1 – Project Management <br /> <br />This task includes planning and coordination of all work tasks, establishment and monitoring of budgets, and <br />correspondence with the City of St. Anthony Village. The project manager will provide technical direction on <br />all aspects of the project review, all work products, and keep the City’s informed on the project progress. The <br />project manager will serve a primary role in the analysis and preparation of the Study. <br /> <br />Task 2 – Data Collection <br /> <br />Available data will be collected from the City of St. Anthony Village, St. Charles Borromeo Church/School and <br />other impacted agencies. This data will include but is not limited to: <br /> <br />• Existing and historic traffic volume and speed data <br />• Lowery Grove EAW Traffic Study <br />• Updated crash history <br />• St. Charles Borromeo Church and School transportation data <br />• As‐built street plans <br /> <br />Additionally, WSB will collect daily traffic volume, peak hour traffic volume, vehicle classification, pedestrian <br />and speed counts on the following streets for a two (2) week duration: <br /> <br />• 27th Avenue NE <br />• Pahl Avenue NE <br />• Wilson Street NE <br />• Coolidge Street NE <br /> <br />Task 3 – Analysis of Existing Conditions <br /> <br />The existing traffic conditions will be documented and analyzed including the following: <br /> <br />• Traffic volumes – The traffic volume data will be documented and compared to other local <br />residential streets. <br />• Vehicle speeds – The existing vehicle speeds will be documented including the average speeds, <br />mean speed, 85% speed and variations. <br />• Cut through traffic – The analysis will document the estimated number of vehicles currently <br />cutting through the area vs originating in the area. <br />• Pedestrian safety – The analysis will document the existing pedestrian movements and identify <br />potential safety issues. <br />• Emergency vehicle access – Existing emergency vehicle routes will be identified with typical <br />response times. <br />• School bus routes ‐ Existing school bus routes and stops will be identified. <br /> <br />Based on the documentation of the existing conditions, issues and needs will be identified. <br /> <br /> <br /> <br /> <br /> <br /> <br />46
