2017 Annual Report • Administration • St. Anthony Village, Minnesota

49

COMPREHENSIVE PLAN
In 2016, the City began updating the Comprehensive Plan, which is required to be completed
every 10 years. The Metropolitan Council released St. Anthony’s System Statement, which
included all the information St. Anthony will need to include in the ten year update to their
Comprehensive Plan. This includes population, household, and employment projections, as
well as a detailed description of the regional transportation, sewer and water, surface water
management, and land use planning requirements. The city will be finalizing the draft
Comprehensive Plan and submitting it to Met Council in 2018. Below is a summary of the
projections for St. Anthony, which will be adjusted based on current population and household
estimates, and a revised land use plan.

Forecast Year

Population

Households

Employment

2010 8,226 3,848 2,983
2020 8,600 4,200 3,500
2030 8,700 4,300 3,630
2040 8,800 4,400 3,700

As part of the Comprehensive Plan Update, the city undertook a series of community
engagement activities to garner input from a variety of St. Anthony residents. Such efforts
included reaching out to students at the high school, attending Early Childhood Family
Education classes to engage with families with young children, visiting senior centers in the
area, conducting a community visioning session, and appearing at the wine event at the SAV
Liquor Store. These activities were completed with the intent of reaching out to people who
generally would not attend a traditional open house, and were very successful. Key themes that
were heard related to the convenience and proximity of goods, services, and public places
within the community, the desire to be able to easily connect with these locations through
biking and walking, and the desire to re-use the vacant Walmart site.
