2017 Annual Report • Administration • St. Anthony Village, Minnesota

5

The St. Anthony Village City Council has both legislative and quasi-judicial powers. An
example of a legislative action is the adoption of a zoning plan for the community. An
example of a quasi-judicial action is approval of a rezoning of a specific parcel of property.
The City Council deliberative process includes proclamations, resolutions and ordinances. A
proclamation is a public announcement of support. A resolution is a formal motion and
requires a simple majority vote of Council members present constituting a quorum of the
Council to pass on one reading. An ordinance is a legislative act in most instances, quasi-
judicial or administrative in others, and requires a majority vote to pass on three readings.
Items placed on a consent agenda can be approved by Council with a single vote without
further discussion.

2010 2011 2012 2013 2014 2015 2016 2017
Ordinances 2 6 13 5 7 6 5 5
Resolutions 90 84 95 85 88 82 91 90
In 2017, the City Council held:
• 23 regular meetings
• 1 special meeting
• 8 work sessions
• 1 joint meeting with the Parks Commission
• 1 joint meeting with the Planning Commission
• 3 joint meetings with St. Anthony-New Brighton School Board
The City Council passed 90 resolutions and adopted 5 ordinances, which overall is
consistent with the past eight years.
