City Council Regular Meeting Minutes <br />April 24, 2018 <br />Page 4 <br /> <br />Councilmember Jenson asked Mr. Casey if his suggestion was to have the Parks Commission 1 <br />look at both County opportunities. Councilmember Jenson also asked how long the pilot would 2 <br />last. Mr. Casey stated the pilot would be the implementation of the program and negotiations 3 <br />with the hauler for 2020 would begin in 2019. Ms. Doolan stated Minneapolis chose to keep 4 <br />their drop off sites up and running for residents that do not have curbside pickup available. 5 <br /> 6 <br />Councilmember Stille asked how many sites are needed for the programs. He would like the 7 <br />Parks Commission to research the number of sites needed. Mr. Guest recommended two 8 <br />collection sites in St. Anthony. 9 <br /> 10 <br />Mayor Faust noted recycling is in the chart for 45-48% but he believes St. Anthony has a higher 11 <br />percentage. He is a bit concerned about the sanitation of a program and is in favor of having the 12 <br />Parks Commission research the programs further. 13 <br /> 14 <br />The consensus of the Council was to have the Parks Commission research and make 15 <br />recommendations to the City Council. 16 <br /> 17 <br />Mr. Casey stated this could be put on the agenda for the Parks Commission June Meeting. 18 <br /> 19 <br />Ms. Erin Jordahl-Redlin, Vice Chair of Parks Commission, and Mr. Scott Bentz, Chair of the 20 <br />Parks Commission, appeared before the Council. They noted the Parks Commission would like 21 <br />to work on this with the CFS and residents but due to timing, may only be able to make 22 <br />recommendations on the Ramsey County program. 23 <br /> 24 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to have the City 25 <br />Manager refer this item to the Parks Commission for research and to provide a recommendation 26 <br />to City Council on implementation of an organics recycling pilot in St. Anthony. 27 <br /> 28 <br />Motion carried 5-0. 29 <br /> 30 <br />D. Resolution 18-037; a Resolution to Approve a Request to Temporarily Graze goats for 4-31 <br />14 Days in an R-1 Zoning District at 3312 Silver Lake Road. 32 <br /> 33 <br />City Manager Casey stated the applicants have requested to temporarily graze goats on their 34 <br />property to help with weed control. They have provided a written request and presentation 35 <br />describing the specifics of grazing the goats. The goats will be fenced in on the property in order 36 <br />to keep them in and predators out. They will graze for 4-14 days, at an undetermined date. The 37 <br />grazing program will be managed by the company Goat Dispatch, which has a Certificate of 38 <br />Insurance. Goat Dispatch is a company run out of Faribault, MN that specializes in land 39 <br />management/brush removal with the use of goals. 40 <br /> 41 <br />Ms. Lona Doolan, representing Nativity Lutheran Church, 3312 Silver Lake Road, provided a 42 <br />PowerPoint presentation including Landscaping Challenge, Innovative Solution, Responsible 43 <br />Stewardship, and a Learning Experience. They are requesting approval of a temporary variance 44 <br />to City Ordinance Chapter 91.56, the keeping of certain animals, which would allow the 45 <br />6
