City Council Regular Meeting Minutes <br />April 24, 2018 <br />Page 5 <br /> <br />temporary keeping of goats on Nativity Lutheran Church’s property at 3312 Silver Lake Road 1 <br />NE. The plan is to hire Goat Dispatch. 2 <br /> 3 <br />Councilmember Randle commented he is concerned about opening up this door and not being 4 <br />able to bring it back in as there will always be someone that will challenge it. He is concerned 5 <br />about setting a precedent. 6 <br /> 7 <br />Councilmember Stille stated he agrees but thinks this is worth a try, noting this approval is only 8 <br />good for 2018. He asked how many goats would be present. Ms. Doolan stated she needs to send 9 <br />photos of the space to determine the degree of the problem. Tree areas that will be enclosed, the 10 <br />pens have electric fencing, and the Certificate of Insurance should be reviewed by the church’s 11 <br />insurance company. 12 <br /> 13 <br />Mayor Faust noted Ms. Doolan is not an officer or business manager of the church. Mayor Faust 14 <br />asked if Pastor Seefeldt is in agreement as well as the church’s Business Manager. Ms. Doolan 15 <br />stated they are aware and in agreement. 16 <br /> 17 <br />Mayor Faust suggested the information on the Goat Rental be put on the church’s website as 18 <br />information for the members because there needs to be a point of contact at the church rather 19 <br />than the Police Department. Mayor Faust stated he understands the need and would consider this 20 <br />a pilot program. 21 <br /> 22 <br />Councilmember Stille stated this would also get rid of noxious weeds, which is included in the 23 <br />Code. 24 <br /> 25 <br />It was noted staff has reviewed the request and recommends approval. 26 <br /> 27 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 28 <br />18-037; a Resolution to Approve a Request to Temporarily Graze Goats for 4-14 Days in an R-1 29 <br />Zoning District at 3312 Silver Lake Road NE to be completed by December 31, 2018. 30 <br /> 31 <br />Motion carried 4-1 (Randle). 32 <br /> 33 <br />E. 1st Quarter Goals Update. 34 <br /> 35 <br />City Manager Casey presented the 1st Quarter Goals Update. Mr. Casey provided comments to 36 <br />the Action Steps. The next update will be at the end of 2nd Quarter. 37 <br /> 38 <br />Mayor Faust commended the Public Works Department on their last two weeks of work. 39 <br /> 40 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 41 <br /> 42 <br />City Manager Casey had no report. 43 <br /> 44 <br />Councilmember Stille stated on April 11, he attended the Comp Plan Input Session as a member 45 <br />of the Steering Committee.
