2017 Annual Report • Finance Department • St. Anthony Village, Minnesota <br /> <br /> <br /> <br />15 <br /> <br />STREET IMPROVEMENT PLAN <br />RE-ORDERED IN 2017 <br />The order of the street <br />reconstruction plan was <br />established early in the program <br />history. At that time the City’s <br />street conditions were fairly <br />similar throughout the city. <br />Therefore a systematic approach <br />was used to reconstruct streets <br />moving through the city at 2-3 <br />connecting streets year by year. <br />With the plan approaching 20 <br />years in existence the balance of <br />the streets remaining were <br />reviewed for current conditions. <br />Based on this review the street <br />improvement plan was re-ordered <br />to address streets and utilities in <br />the poorest condition to be <br />reconstructed first. Also the <br />combination of streets <br />reconstructed by year was <br />modified to downsize certain <br />combinations into project sizes <br />more consistent with the annual <br />average. The later had the impact <br />to extend the completion date of the reconstruction program from 2025 to 2027. This resulted in <br />the projected level of debt service capping out at approximately $95,000 less per year during the <br />plateau stage. The revision process to re-order street plan is shown above. The resulting levy <br />impact is included in the Peak to Plateau discussion in the Chapter V - Long Term Financial <br />Management.
