Core Functions <br />The core functions performed by the Finance Department are consistent with relevant legal and <br />professional standards. In addition to these core functions, Finance also supports services for <br />bonding for infrastructure projects, investment and cash flow management, and Tax Increment <br />Financing (TIF) reporting. <br />UTILITY BILLING <br />The utility billing function includes the in-house <br />processing of water/sewer billings. This process <br />includes calculation of water and sewer charges <br />as well as management of quarterly billing <br />statements and receipts. Detailed statistics <br />related to these activities were mentioned earlier <br />and the graphs here represent the historical <br />activity associated annual ground water <br />pumped and new utility accounts. <br />New utility accounts substantially are the <br />results of home sales, along with business <br />transfers and new construction. <br />WATER USAGE FACTS <br />Comparing the 1987-1989 water usage to that of 2015-2017 years reveals a dramatic change in <br />use. The typical volume of annual ground water pumped has been reduced by 148,700,000 <br />gallons between these two date ranges. Contributing factors in achieving this 35% reduction <br />overtime include: <br />• Annual street reconstruction with water main replacement <br />• Water reuse facility reducing potable water used for Central park irrigation <br />• Advances in Water efficiency in household appliances <br />• Tier water rates enacted in 2010 <br />• Growing awareness and commitment to water conservation by residents and businesses <br />• Outdoor watering restriction enacted in 2016
