Authorization for WSB & Associates, Inc. to conduct a traffic study on 27`h Avenue NE <br />2 and Pahl Avenue. <br />4 City Manager Casey reviewed the proposal from WSB & Associates to provide professional <br />5 engineering services relating to the 27`h Avenue NE/Pahl Avenue NE Traffic Study. The Scope <br />6 of work includes the project tasks as data collection, analysis of existing conditions, traffic <br />7 forecasting, identification of traffic calming alternatives and evaluation, recommendations report <br />8 and meetings. The proposed scope of services presented in this proposal is based on feedback <br />9 from residents and discussions with City Staff. The total base cost is $12,416 for the study. <br />10 <br />11 Mayor Faust noted this would provide a baseline before construction begins. <br />12 <br />13 Councilmember Stille asked about the timing and a concern that the data collection will be done <br />14 while school is in session. <br />15 <br />16 Councilmember Jenson requested that after the development is completed, a similar study be <br />17 done. <br />18 <br />19 Ms. Susan Guthrie, 2616 Pahl Avenue, stated she lives on the corner of Pahl and Wilson. She <br />20 wants to see the traffic study done and noted Hennepin County has portable cameras on a trailer <br />21 that are controlled by Mpls. Police. They just need to be requested to be used and this may <br />22 reduce the cost of the study. She asked that a 4 -way stop be considered. <br />23 <br />24 Motion by Councilmember Stille, seconded by Councilmember Gray, to authorize WSB & <br />25 Associates, Inc. to conduct a traffic study on 27`h Avenue NE and Pahl Avenue at a cost not to <br />26 exceed $12,416. <br />27 <br />28 Motion carried 5 -0. <br />29 <br />30 C. Request to City Council to Implement an Organics Recycling Pilot in St. Anthony. <br />31 <br />32 City Manager Casey presented a letter dated February 28, 2018 from Mr. Ben Knudson, <br />33 Hennepin County regarding an organics recycling program. Staff recommends Council refer this <br />34 to the Parks Commission for recommendations on possible sites, costs, grant opportunities, and <br />35 research other cities that have implemented this program for issues, etc. <br />36 <br />37 Ms. Lona Doolan, 3511 Harding Street NE and Mr. Michael Guest, 3626 Belden Drive NE, <br />38 representing Citizens for Sustainability, requested the City of St. Anthony direct staff to identify <br />39 potential collection site(s) within City limits, engage Ramsey and Hennepin County resources to <br />40 provide an Organics Recycling Pilot Program in St. Anthony, and establish common space for <br />41 residents to pick up buckets and bags. They provided a PowerPoint presentation reviewing <br />42 MPCA Objective for Managing Municipal Solid Waste, Why Now, Background, Opportunity, <br />43 Example of Residential Collection Site, and Best Practices to Address Top 3 Concerns. Ms. <br />44 Doolan explained the difference between the Hennepin and Ramsey County opportunities. <br />45 <br />
