St. Anthony 2040 Comprehensive Plan Chapter 6: Transportation <br /> <br />107 <br /> <br />GOALS AND MULTIMODAL STRATEGIES <br />This Plan, and the City’s actions over the next 20 years, will be guided by the <br />following transportation goals and strategies. <br />Goals <br />The list below displays the goals of the St. Anthony Village Transportation Plan. <br />These goals represent the City’s overall vision for transportation over the next 20 <br />years. The strategies listed in the following section provide guidance that the City <br />can use to reach the transportation goals. <br />1. Maintain a well-connected system of collector and arterial roadways. <br />2. Provide safe and efficient routes for emergency and public safety vehicles. <br />3. Provide adequate capacity to relieve congestion. <br />4. Encourage sound access management. <br />5. Preserve necessary rights-of-way for the 20-year planning horizon. <br />6. Maintain a safe and effective network of roadways for truck and rail freight <br />movement. <br />7. Coordinate with Canadian Pacific Railroad to proactively address freight <br />rail safety and minimize conflicts between rail operations and adjacent land <br />use. <br />8. Coordinate transportation system investments with the St. Anthony Village <br />Land Use Plan. <br />9. Design, construct, and maintain roadways that fit the character of the <br />adjacent land use. <br />10. Implement safety improvements to address high crash locations. <br />11. Proactively address bicycle and pedestrian safety concerns and complete <br />gaps along roadways and at crossings. <br />12. Bring sidewalks, trails, and intersections into compliance with ADA. <br />13. Support traffic calming and design to minimize speed on minor City <br />collectors and local roadways, especially Silver Lake Road. <br />14. Support investments in multi-modal transportation solutions including <br />bicycle and pedestrian infrastructure and public transit. <br />15. Preserve and accommodate adequate right of way for sidewalk and trail <br />construction. <br />16. Support walkability through urban design and maintenance decisions that <br />make walking safe, comfortable, desirable and convenient. <br />17. Manage storm water effectively and minimize the construction of new <br />impervious surfaces. <br />18. Regularly assess transportation maintenance needs and include roadway, <br />trail pavement, and other transportation infrastructure maintenance in the <br />St. Anthony Village Capital Improvement Plan (CIP). <br />
