City Council Regular Meeting Minutes <br />May 8, 2018 <br />Page 6 <br /> <br /> 1 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, approve Resolution 18-2 <br />040; a Resolution to approve a request to keep ten (10) female chickens in an R-1 zoning district 3 <br />at 2616 27th Avenue NE. 4 <br /> 5 <br />Councilmember Stille stated he is concerned about setting a precedent in pushing the number of 6 <br />chickens higher than six, noting future requests will be evaluated and possibly ten chickens may 7 <br />not be approved in the future. 8 <br /> 9 <br />Councilmember Gray suggested Council review the ordinance. Mr. Casey stated it can be added 10 <br />to the Planning Commission’s Work Plan. 11 <br /> 12 <br />Mayor Faust suggested the Council move slower and he is inclined to allow six chickens. 13 <br /> 14 <br />Motion carried 3-2 (Faust and Randle). 15 <br /> 16 <br />D. St. Anthony Finance Department Annual Report. 17 <br /> 18 <br />Finance Director Shelly Rueckert provided the 2017 Finance Department Annual Report power 19 <br />point presentation including the Mission Statement, Finance Overview, Core Accounting 20 <br />Functions, Finance Activity Unique to 2017, Technological Advances, and Long Term Financial 21 <br />Management. The Finance Department contracts with the MWMO for finance services. A 22 <br />customer portal was launched using Sensus analytics to enable residents to monitor their water 23 <br />usage. 24 <br /> 25 <br />Councilmember Stille stated before Finance Director Rueckert came, the City did not have a 26 <br />good way to forecast road levies. He appreciates the department’s hard work. 27 <br /> 28 <br />Mayor Faust stated twice a year the City receives revenues from the County and Ms. Rueckert 29 <br />has found ways to deal with these funds and cash flow for the City. He noted the Finance 30 <br />Department is the first place many residents go to for help and they provide a great first 31 <br />impression from the City. 32 <br /> 33 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 34 <br /> 35 <br />City Manager Casey thanked all who volunteered for the park clean-up. Last Saturday, the 36 <br />Spring Clean-up was held and this year there were 250 vehicles compared to 225 for last year. 37 <br />He reported that Mr. Mike Larson was elected to the MN Beverage Association Board of 38 <br />Directors, a Green Corp member will be joining the City in September, the City achieved the 39 <br />Green Step Five for Sustainability, and this is the highest level a City can achieve. 40 <br /> 41 <br />Councilmember Gray stated on May 7, he attended the AEON community meeting where the 42 <br />plans for affordable housing were shown for the Bremer Bank site.
