City Council Regular Meeting Minutes <br />May 8, 2018 <br />Page 5 <br />2 B. Resolution 18 -039: a Resolution to approve a request to keep six (6) female chickens in <br />3 an R -1 zoning district at 3419 Harding Street NE. <br />4 <br />5 Planner Olivia Dorow - Hovland stated a request from the Applicants was received by staff on <br />6 March 31, 2018 to keep chickens on their property. They provided a site plan showing the <br />7 location and dimensions of the proposed enclosure on the property, as well as a written narrative <br />8 to the City Council. The Applicant stated in the submitted materials that the coop will abut the <br />9 garage on the east side, near to the rear property line. Staff has reviewed the request and <br />10 recommends approval of the request. The Applicants are Jenna Legatt and Jake Otremba. <br />11 <br />12 Councilmember Jenson asked if the neighbors have been informed and Ms. Hovland stated that <br />13 was not included in the request. <br />14 <br />15 Mr. Jake Otremba stated they spoke with their neighbor and there were no issues. <br />16 <br />17 Motion by Councilmember Gray, seconded by Councilmember Jenson, approve Resolution 18- <br />18 039; a Resolution to approve the request to keep six (6) female chickens in an R -1 zoning district <br />19 at 3419 Harding Street NE. <br />20 <br />21 Motion carried 5 -0. <br />22 <br />23 C. Resolution 18 -040• a Resolution to =rove a request to keep ten (10) female chickens in <br />24 an R -1 zoning district at 2616 27`h Avenue NE. <br />25 <br />26 <br />27 Planner Olivia Dorow - Hovland stated staff received an inquiry from the applicants on March <br />28 27`h and subsequently received a presentation and a diagram on April 19, 2018 showing the <br />29 location and dimensions of the chicken coop in relation to their property. The applicants stated in <br />30 the materials that the coop will be located along the southern edge (rear property line) of the <br />31 property, set back 12 feet from the alley. The coop will be a utilization of an existing small shed <br />32 that is a total of 80 square feet (8' x 10'). The coop will have an attached, fenced run to the east <br />33 and the run will be set back 18 feet from the alley and about 35 feet from Wilson Avenue to the <br />34 east. The Applicants are requesting approval for 10 female chickens. The Applicants are Suzan <br />35 Cox and Jesse Pikturna. They plan to get 6 chicks this year with the possibility of adding 4 more <br />36 chicks in the future. Their lot has 1 neighbor to the west and the applicant states that the neighbor <br />37 is supportive of their request. To the south of the property is the parking lot for Kenzington <br />38 Condominiums. Staff has reviewed the request and recommends approval. <br />39 <br />40 Ms. Susan Cox stated they are experienced chicken - keepers. They want to have the flexibility of <br />41 adding 4 additional chicks if necessary. There are neighbors only on one side and the neighbor <br />42 has no issues with the request. <br />43 <br />44 Councilmember Stille asked how many eggs are produced and if they would be eating all the <br />45 eggs themselves. Ms. Cox answered approximately one every 26 hours and they will be eating <br />46 them all. <br />
