Lou Ann and Nancy Schmidt
3025 Wilson Street Northeast
St. Anthony, MN 55418-2371
612-788-5460
October 29, 2010
The Honorable Jerry Faust
Mayor, City of Saint Anthony Village
3301 Silver Lake Road
St. Anthony, MN 55418
Dear Mayor Faust:
We have lived in St. Anthony since 1986 and have always enjoyed the quiet, neighborly feel of the
community. However, that has all recently changed.
The house at 3029 Wilson Street had been vacant for some time. Unfortunately, it is still vacant
evenings and weekends because as of October 1, the house turned into a daycare business. It is open
only from about 8 a.m. until 5:30 p.m. Then the doors close and the house is empty. No one lives at
the residence to be part of the neighborhood. In our opinion, this is a commercial venture, not an in-
home daycare run out of someone's home. This should not be allowed in a residential area not zoned
for commercial use. We would appreciate knowing the difference between commercial and
residential and why this enterprise is not considered commercial just because it happens to be in a
house.
We have several issues with this business:
Our biggest concerns are the traffic and parking. At least twice a day, cars are parked on both
sides of Wilson and there is barely room for one vehicle to pass down the road. It would be
impossible for an emergency vehicle to get down the road during these times. Wilson is not a
very wide road in this area behind the cemetery. We're also worried about the upcoming winter
season when it comes to plowing. We know there is a no parking rule until 2+ inches of snow
have been removed, but there is no way the customers will be able to drop off and pick up
children without parking on the street. They just don't park for a minute to run in. They usually
stay for quite some time. Will the plow driver be able to change his route to accommodate these
vehicles or will our road not be plowed if he comes when they are parked on the street?
The daycare's customers park in front of our house (perfectly legal), but they walk diagonally
across our front yard to go to the front door or to cut between our house and the daycare to pick
up their children from the backyard when it's nice outside. Our windows are right there and we
do not appreciate having a bunch of strangers walking across our yard and that close to our
house. Also, we had new sod installed this summer and it is getting tramped down.
We felt the only way to stop this was to install a fence between our house and the daycare since
they appear to have no respect for others' property. So, we have installed a temporary fence until
we can afford something more permanent. It will be an inconvenience for the mail carriers since
we have always shoveled a path between the houses for their use in the winter. Now they will
have to backtrack down the driveway.
• The daycare installed a fence around their backyard and put the gate between the houses. They
take the kids out the front door, walk them between the houses and into the backyard. There is a
backdoor they could use or they could have put the gate on the other side and walked between
two garages and caused less of a disturbance. Also, this is where the customers go to pick up
their children on nice days.
