City Council Regular Meeting Minutes <br />May 22, 2018 <br />Page 6 <br /> <br />City Manager Casey introduced a request of the Council to authorize the City Manager to 1 <br />execute the Acknowledgement of Receptivity of a Metropolitan Council Livable Communities 2 <br />Act (LCA) Funding Award. The Minnesota Housing Finance Agency (MHFA) administers a 3 <br />grant program on behalf of the Metropolitan Council, which is intended to support the 4 <br />development of affordable housing. This grant is made possible through the 1995 Livable 5 <br />Communities Act (LCA) and is funded by the Metropolitan Council’s Local Housing Incentives 6 <br />Account (LHIA). 7 <br /> 8 <br />The grant is a source that is traditionally used to fill the financing gap on an affordable housing 9 <br />development. If these funds are awarded by MHFA to the project, it is required that the City is 10 <br />the Grantee of these funds and then the City passes the funding through to the project. These are 11 <br />different funds than the Livable Communities Demonstration Account (LCDA) or Tax Base 12 <br />Revitalization Account (TBRA) grants which are administered directly by the Met Council. 13 <br />Aeon will also pursue these funding sources and those funds are available through a separate 14 <br />Request for Proposals process. For the project to be eligible for the grant, the Metropolitan 15 <br />Council requires matching funds from the local jurisdiction in which the project is located. In 16 <br />this case, the requested Tax Increment Financing would serve as the match. 17 <br /> 18 <br />Ms. Gould stated this will allow Aeon to diversify the funds that are put into the project. 19 <br /> 20 <br />Motion by Councilmember Randle, seconded by Councilmember Gray, to authorize the City 21 <br />Manager to execute the Acknowledgement of Receptivity of a Metropolitan Council Livable 22 <br />Communities Act (LCA) Funding Award. 23 <br /> 24 <br />Councilmember Gray stated he knows this solution will not please everyone. The Attorney for 25 <br />the Lowry Grove group thought the City should put in more money. 26 <br /> 27 <br />Motion carried 5-0. 28 <br /> 29 <br />E. Update on Basic Water Management Petition. 30 <br /> 31 <br />Mr. Kyle Axtell, Rice Creek Watershed District (RCWD) Project Manager, presented a 32 <br />PowerPoint containing the Ramsey County Ditches 2, 3, and 5 Basic Water Management 33 <br />Petition Project Update – Phase 2. Mr. Axtell reviewed the Petition Background: The Early 34 <br />Days, Phase 1, The Saga Continues; Phase 2 Feasibility Studies; Phase 3 Prioritization & Cost 35 <br />Allocation; Phase 4 Implementation; What’s Next for Phase 2, Draft Phase 2 Scope of Work; 36 <br />Proposed Projects to be Studied; and Phase 2 Timeline, Cost and Outcomes. 37 <br /> 38 <br />Mr. Axtell provided the Petition for Watershed Project, Amended Petition, adding the City of 39 <br />Roseville and directing further proceedings, and New Brighton/St. Anthony Basic Water 40 <br />Management Project – Phase 1 Rice Creek Watershed District. The Scope of Work has been 41 <br />provided to City Staff for comment. 42 <br /> 43 <br />Councilmember Jenson referred to Draft Phase 2 Scope of Work and noted on some of the items 44 <br />significant staff input was needed. Mr. Axtell stated the input is needed from St. Anthony, 45 <br />Roseville, and New Brighton. 46 <br />6
