City Council Regular Meeting Minutes <br />May 22, 2018 <br />Page 7 <br /> <br /> 1 <br />Councilmember Jenson asked about the cost estimate to complete the modeling updates. Mr. 2 <br />Axtell stated this was estimated by the engineer for engineering costs to complete the study and 3 <br />the Watershed District will cover the costs. 4 <br /> 5 <br />Mayor Faust stated this is the first project of this sort and he doesn’t believe any of the entities 6 <br />would withdraw. 7 <br /> 8 <br />Councilmember Stille mentioned elevations and asked about the public hearing. Mr. Axtell 9 <br />stated a notice was sent to the parcels within the benefited drainage area received notice of the 10 <br />public hearing. 11 <br /> 12 <br />F. Resolution 18-045; a Resolution Ordering Preparation of Feasibility Report for 13 <br />2019/2020 Street and Utility Improvements. 14 <br /> 15 <br />City Engineer Hubmer reviewed a request of the Council to consider a resolution ordering the 16 <br />preparation of a feasibility report for the 2019/2020 Street and Utility Improvement Project. The 17 <br />project proposes the following locations for street and utility reconstruction: Skycroft Drive from 18 <br />32nd Avenue to 33rd Avenue, Croft Drive from 31st Avenue to 33rd Avenue, and 32nd Avenue 19 <br />from Rankin Road to Croft Drive. The feasibility report will also include the review and cost 20 <br />analysis of the following improvements to be constructed in conjunction with Ramsey and 21 <br />Hennepin County Projects: St. Anthony Industrial Park Flood Improvements, Silver Lake Road 22 <br />Flood Improvements, and County Road C Pedestrian Improvements. 23 <br /> 24 <br />Mr. Hubmer stated it is anticipated the City will be asked to participate in funding for 25 <br />trail/pedestrian improvements as well as drainage/flood relief improvements within St. 26 <br />Anthony’s industrial park and near the intersection of Highway 88 and County Road C. Staff 27 <br />recommends including the Silver Lake Road Storm Improvements with the 2019 improvement 28 <br />project as Ramsey County is planning to resurface Silver Lake Road from 37th Avenue NE to 29 <br />Interstate 694. Mr. Hubmer reviewed the MWMO Pond Improvements and County Road C Trail 30 <br />Improvements and the Project Schedule. 31 <br /> 32 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, approve Resolution 18-33 <br />045; a Resolution Ordering Preparation of Feasibility Report for the 2019/2020 Street and Utility 34 <br />Improvements. 35 <br /> 36 <br />Motion carried 5-0. 37 <br /> 38 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 39 <br /> 40 <br />Councilmember Randle stated he attended the Parks Commission Meeting and they have settled 41 <br />on a site for the organic waste collection. 42 <br /> 43 <br />Councilmember Jenson stated he attended the NSCC meeting. 44 <br /> 45 <br />7
