City Council Regular Meeting Minutes <br />July 10, 2018 <br />Page 2 <br /> <br /> <br />A. Resolution 18-055; a Resolution Approving a Seven-Foot Variance from the Required 1 <br />Front Yard Setback in the R-1 District Located at 3531 Silver Lake Road. 2 <br /> 3 <br />Planning Commissioner Dan Bartel reviewed the application to construct a 278 square foot two-4 <br />story addition to the front of the existing house. The applicant’s request is for a variance to 5 <br />exceed the R-1 District front yard setback requirements by 7 feet. The proposed addition will 6 <br />have a front yard setback of 33’ 8”. Per City Code Section 152.039 (E) the front yard must have 7 <br />a depth equal to the greater of 30 feet or a distance equal to the average of the front yard depths 8 <br />of the two adjacent lots. 9 <br /> 10 <br />It was noted that the front yard setback of the house to the north is 54’ and the front yard setback 11 <br />of the house to the south is 27’ 6” which would make the required front yard setback for this 12 <br />property 40’ 8”. The applicant’s request to construct the addition is reasonable and the addition 13 <br />will not alter the essential character of this neighborhood. Staff recommends approval of the 14 <br />variance request. 15 <br /> 16 <br />While there are other options for placement of an addition, the addition to the front of the home 17 <br />will positively add to the visual appeal. Staff has reviewed for height, side/rear yard setback, 18 <br />impervious surface and the request appears to meet all other code standards. 19 <br /> 20 <br />A drawing showing the addition location was provided for Council review along with the review 21 <br />of the criteria for variance approval. The Planning Commission held a public hearing on June 22 <br />25, 2018 and recommends approval of the variance, based on the review of the criteria. 23 <br /> 24 <br />Councilmember Stille asked if any public input was received and Mr. Bartel stated there was no 25 <br />input received. 26 <br /> 27 <br />Mayor Faust noted the applicant was present at the meeting. 28 <br /> 29 <br />Ms. Rita Maninan, 3530 Silver Lake Road, lives across the street from the applicant’s home. She 30 <br />supports the request for the variance and feels the plan fits well within the neighborhood. 31 <br /> 32 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, approve Resolution 18-33 <br />055; a Resolution approving a Seven-Foot Variance from the Required Front Yard Setback in the 34 <br />R-1 District Located at 3531 Silver Lake Road. 35 <br /> 36 <br />Motion carried 5-0. 37 <br /> 38 <br />VI. GENERAL BUSINESS OF COUNCIL. 39 <br /> 40 <br />A. 2nd Quarter Goals Update 41 <br /> 42 <br />City Manager Casey provided the 2nd Quarter Goals Update to the City Council. He noted 60 43 <br />action steps were created at the planning session in January 2018. A written report with 44 <br />comments was provided for Council review. 45 <br /> 46 <br />6
