2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 1 <br />1.EXECUTIVE SUMMARY <br />Infrastructure improvements proposed to be completed in 2019 include: <br />•Flood improvements on Silver Lake Road from approximately 250 feet south of <br />Silver Lane to approximately 600 feet north of Silver Lane. Cooperative project <br />with Ramsey County, Rice Creek Watershed Management Organization and <br />Minnesota Department of Natural Resources. <br />•County Road C Improvements - cooperative project with Ramsey County, <br />Hennepin County and Mississippi Watershed Management Organization. <br />•Bituminous trail improvements <br />•Concrete sidewalk improvements <br />•Watermain, sanitary sewer, and storm sewer improvements <br />•Industrial Park drainage and flood improvements <br />•Flashing Yellow Left Turn Signal improvements at the intersection of Silver Lake <br />Road and 33rd Avenue NE <br />Alternate improvements for City Council consideration in either 2019 or 2020 include the <br />following: <br />•County Road C Improvements - cooperative project with Ramsey County, <br />Hennepin County and Mississippi Watershed Management Organization. <br />•Bituminous trail extension through the cemetery from County Road C (29th <br />Avenue NE) to the south existing bituminous trail <br />•Highway 88 turn lane improvements <br />•Bituminous mill and overlay improvements along the following streets: <br />•Silver Lane from Stinson Boulevard to Silver Lake Road <br />•Silver Lake Terrace from Silver Lane to the north cul-de-sac <br />A map illustrating the project location can be found on Figure 1 of Appendix A. <br />The total estimated project cost for the 2019 Street and Utility Improvement Project is <br />approximately $2,106,800 for the improvements proposed and approximately $1,260,800 <br />for the alternate improvements identified. Funding for the project may come from the <br />City’s Street and Utility Reconstruction Funds (Public Improvement Bonds), tax <br />abatement funds, Ramsey County cost participation, Hennepin County cost participation, <br />Mississippi Water Management Organization (MWMO) cost participation, Rice Creek <br />Watershed (RCWD) cost participation, and Department of Natural Resources (DNR) <br />grant. <br />The project reconstruction can be completed, including all restoration items, in 2019. <br />This project is feasible, necessary, and cost effective from an engineering standpoint and <br />should be constructed as proposed herein. <br />104
