2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 2 <br />2.INTRODUCTION <br />2.1 Authorization <br />On May 22, 2018 the St. Anthony Village City Council authorized the preparation of an <br />engineering Feasibility Report for the 2019 Street and Utility Improvement Project. This <br />project was authorized under City of St. Anthony Village Resolution 18-045. <br />2.2 Scope <br />Infrastructure improvements proposed to be completed in 2019 include: <br />•Flood improvements on Silver Lake Road from approximately 250 feet south of <br />Silver Lane to approximately 600 feet north of Silver Lane. Cooperative project <br />with Ramsey County, Rice Creek Watershed Management Organization and <br />Minnesota Department of Natural Resources. <br />•County Road C Improvements - cooperative project with Ramsey County, <br />Hennepin County and Mississippi Watershed Management Organization. <br />•Bituminous trail improvements <br />•Concrete sidewalk improvements <br />•Watermain, sanitary sewer, and storm sewer improvements <br />•Industrial Park drainage and flood improvements <br />•Flashing Yellow Left Turn Signal improvements at the intersection of Silver Lake <br />Road and 33rd Avenue NE <br />Alternate improvements for City Council consideration in either 2019 or 2020 include the <br />following: <br />•County Road C Improvements - cooperative project with Ramsey County, <br />Hennepin County and Mississippi Watershed Management Organization. <br />•Bituminous trail extension through the cemetery from County Road C (29th <br />Avenue NE) to the south existing bituminous trail <br />•Highway 88 turn lane improvements <br />•Bituminous mill and overlay improvements along the following streets: <br />•Silver Lane from Stinson Boulevard to Silver Lake Road <br />•Silver Lake Terrace from Silver Lane to the north cul-de-sac <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br />•City of St. Anthony Village Record Drawings <br />•City of St. Anthony Village Topographic Maps <br />•Subsurface Exploration <br />•Field observations of area <br />105
