2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 3 <br />2.4 Project Location <br />The project is in various locations throughout the City of St. Anthony Village. <br />The project area is identified on Figure 1 in Appendix A of this report. <br />2.5 Project History <br />Recently, City Staff met with the Ramsey County engineers to discuss the County’s <br />Transportation Improvement Plan; more specifically improvements programmed for the <br />2019 construction season. Ramsey and Hennepin Counties are proposing to reconstruct <br />County Road C (29th Avenue NE) from Highway 88 to Interstate 35W in 2019. <br />Improvements proposed for the project include the extension of trail/sidewalk and <br />drainage improvements. As the City of St. Anthony Village has been asked to participate <br />in funding for the improvements, it has provided an opportunity for staff to review the <br />existing City owned infrastructure along the roadway and flooding concerns with the City <br />of St. Anthony Industrial Park. <br />Additionally, Ramsey County is planning to resurface Silver Lake Road from 37th <br />Avenue NE to Interstate 694. City Staff has been working to correct flooding concerns <br />along Silver Lake Road between 39th Avenue NE and Silver Lane. Addressing these <br />flooding concerns as well as scheduling mill and overlay improvements along Silver <br />Lane and Siler Lake Terrace to coincide with the improvements proposed along Silver <br />Lake Road provide an opportunity to make the drainage and surface improvements <br />without disrupting the newly resurfaced Silver Lake Road. <br />City Staff has also identified the need to address traffic backups at the intersection of <br />Silver Lake Road and 33rd Avenue NE for left turning movements from Silver Lake <br />Road. The intersection currently allows for designated right, thru, and left turn lanes with <br />red and green arrows directing left turning movements. The signal continues to allow <br />right and thru traffic through the intersection when the left turn arrow turns red which has <br />created backups within the left turn lanes. <br />As a result, On May 22, 2018, the St. Anthony Village City Council authorized the <br />preparation of an engineering feasibility report for the 2019 Street and Utility <br />Improvement Project. <br />106
