<br /> <br />2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 6 <br />A map illustrating the proposed storm sewer improvements along County Road C (29th <br />Avenue NE) can be found on Figure 4 of Appendix A. A map illustrating the available <br />right-of-way adjacent to the industrial park and the location of the drainage and flooding <br />improvements can be found on Figure 6 of Appendix A. <br /> <br />Municipal Utility Improvements <br /> <br />Existing 6-inch CIP is proposed to be replaced with 8-inch DIP, including the <br />replacement of water services up to and including the curb stop. Services will be replaced <br />with 1-inch to 1.5-inch copper service pipe and curb stops brought to the right-of-way. <br />All existing water main in the project area will be equipped with new valves and hydrants <br />as necessary for proper operation and fire protection. The cost participation for the <br />watermain improvements will 100% funded by the City. <br /> <br />The existing VCP sanitary sewer will be reconstructed with 8-inch polyvinylchloride <br />(PVC) pipe, including the replacement of sanitary sewer services. All services are <br />proposed to be replaced with 6-inch PVC service pipe from the sewer main to the right- <br />of-way. Replacing aging trunk utility facilities at the same time as the road construction <br />is a proactive means by which to mitigate future maintenance costs. The cost <br />participation for the sanitary sewer improvements will 100% funded by the City. <br /> <br />A map illustrating the proposed utility improvements can be found on Figure 4 of <br />Appendix A. <br /> <br />3.3 Silver Lake Road and 33rd Avenue NE Intersection Signal Improvements <br /> <br />Currently, traffic experiences periodic backups for traffic make left turning movements <br />(both east and west bound traffic) from Silver Lake Road at 33rd Avenue NE. Most the <br />backups are experienced during the “rush hour” periods (approximately 7:00 am to 9:00 <br />am and 3:00 pm to 6:00 pm). Improvements proposed to alleviate these backups are to <br />install a flashing yellow turn signal to allow traffic to make a left turn as traffic allows. <br /> <br />3.4 Alternate Improvements <br /> <br />Bituminous Trail Improvements (Cemetery) <br /> <br />A 10-foot-wide bituminous trail is proposed from County Road C (29th Avenue NE) <br />between the cemetery and the industrial park to the south where an existing bituminous <br />trail exists. Extension of the bituminous trail would provide a much-needed bike <br />connection between the bicycle-friendly roads north of the intersection of CSAH 88 and <br />County Road C and the Minneapolis Diagonal Trial. The City will be required to <br />provide funding for 100% of the improvement cost for the bituminous trail. <br /> <br />A map illustrating the regional connection the trail through the cemetary would create <br />can be found on Figure 7 of Appendix A. <br />109
