R-011648-000 PAGE 7 <br />Highway 88 Turn Lane Improvements <br /> <br />There is currently a free-right-turn from Highway 88 (50 mph speed limit) onto County <br />Road C (29th Avenue NE) (45 mph speed limit). As traffic exits Highway 88 onto County <br />Road C (29th Avenue NE) using the free-right-turn they quickly approach the intersection <br />of Count Road C (29th Avenue NE) and Anthony Lane. Vehicles coming off the free- <br />right-turn looking to turn left on Anthony Lane have approximately 260 feet to cross a <br />lane of traffic, enter a left turn lane, and reduce their speed from 50 mph to a safe tuning <br />speed, creating pedestrian and vehicle safety concerns. <br /> <br />The City has directed staff to investigate two options for improvements to the free-right- <br />turn from Highway 88 onto County Road C (29th Avenue NE) to review budget impacts <br />to the City’s overall Capital Improvement Plan (CIP): <br /> <br />• Option 1: Remove the existing free-right-turn and make signal improvements to <br />the Highway 88 and County Road C (29th Avenue NE) signal system to allow <br />vehicles to make a right turn at the signalized intersection. This option will <br />require vehicles to slow down prior to entering County Road C (29th Avenue NE) <br />increasing vehicle and pedestrian safety. For the improvements to be considered <br />in Option 1, funding is anticipated to be 100% County participation. <br /> <br />• Option 2: Leave the free-right-turn as it exists today and install the necessary <br />pedestrian improvements to allow pedestrian to safely cross the free-right-turn, <br />including pedestrian crosswalks and signage. Option 2 improvements will be <br />considered if County funding is not available for Option 1. <br /> <br />A map illustrating the proposed turn lane improvements can be found on Figure 5 of <br />Appendix A. <br /> <br />Bituminous Mill and Overlay Improvements <br />Improvements along Silver Lane and Silver Lake Terrace include milling down the <br />existing bituminous pavement 1 3/4-inches along the full width of the roadway. A new 1 <br />3/4-inches wear course will then be paved over the entire street extending the pavement <br />life of the roadway until the road can be reconstructing in the future. New concrete curb <br />and gutter along Silver Lake Terrace will also be installed to improve drainage and <br />protect the edge of the existing roadway until the road can be reconstructed in the future. <br /> <br />Additional improvements include removing and replacing a block retaining wall located <br />at the northwest end of the cul-de-sac on Silver Lake Terrace. The existing 8-foot <br />retaining wall is beginning to lean away from the roadway causing separation in the <br />adjacent driveway. The retaining wall is proposed to be removed and a new large block <br />wall installed. <br />110
