The typical sections for the proposed mill an overlay improvements can be <br />found on Figure 9 of Appendix A. <br /> <br />3.5 Permits and Approvals <br /> <br />Reconstruction of the roadways will disturb over one acre and will require a National <br />Pollution Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR <br />100001) that must be obtained by the City of St. Anthony Village from the Minnesota <br />Pollution Control Agency (MPCA). <br /> <br />The reconstruction of the existing water main will require a permit from the Minnesota <br />Department of Health. <br /> <br />The construction will also require a permit from the Rice Creek Watershed District <br />(RCWD) and coordination with the Mississippi Watershed Management Organization <br />(MWMO). This may require stormwater treatment for the runoff from the project area. <br /> <br />111
