2020 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 1 <br />1.EXECUTIVE SUMMARY <br />The 2020 Street and Utility Improvement Project consists of the reconstruction of 30-foot <br />urban section streets complete with bituminous paving and concrete curb and gutter. The <br />City has directed staff to investigate two options for improvements proposed in 2020 to <br />review budget impacts to the City’s overall Capital Improvement Plan (CIP). The <br />following options were investigated: <br />Street and Utility Improvements Option 1: <br />•Skycroft Drive from 33rd Avenue NE to 32nd Avenue NE <br />•Croft Drive from 33rd Avenue NE to 32nd Avenue NE <br />•32nd Avenue NE from Rankin Road to Croft Drive <br />•Croft Drive from 32nd Avenue NE to 31st Avenue NE <br />Street and Utility Improvements Option 2: <br />•32nd Avenue NE from Rankin Road to Croft Drive <br />•Croft Drive from 32nd Avenue NE to 31st Avenue NE <br />The proposed utility improvements include the removal and replacement of existing <br />water main and sanitary sewer main, the extension of new storm sewer where facilities do <br />not currently exist and installation of additional catch basins to improve area drainage. <br />A map illustrating the project locations can be found on Figure 1 and Figure 2 of <br />Appendix A. <br />The total estimated project cost for the 2020 Street and Utility Improvement Project is <br />approximately $2.48 million for improvements identified in Option 1 and $1.37 million <br />for improvements identified in Option 2. Funding for the project will come from the <br />City’s Street and Utility Reconstruction Funds (Public Improvement Bonds) and Special <br />Assessments to benefiting properties. <br />The project reconstruction can be completed, including the first lift of bituminous paving <br />and all restoration items, in 2020. The final lift of bituminous paving is proposed to be <br />installed in June of 2021. <br />This project is feasible, necessary, and cost effective from an engineering standpoint and <br />should be constructed as proposed herein. <br />141
