Mayor Faust stated there was no concerted effort to 1 <br />do what was alleged in the newspaper and that will come out. 2 <br /> 3 <br />Ms. Louann Zappa, former resident of Lowry Grove, stated she now lives in the Mounds View 4 <br />mobile home park, which is a great park. She asked the City of St. Anthony to find a way to 5 <br />create affordable housing within the City. Mayor Faust stated in May, the Council approved TIF 6 <br />for a concept plan for affordable housing on the Bremer site. He stated the Council has always 7 <br />been committed to a level of affordability. 8 <br /> 9 <br />Councilmember Stille reviewed the Council’s history, noting that starting in 2006 a number of 10 <br />multi-family homes were constructed, the Landings was built, then the Legends, then the 11 <br />Legacy. During those 3 projects, over 50% of the units in St. Anthony have had affordability. 12 <br /> 13 <br />Councilmember Gray stated the old bowling alley site is available for someone to purchase and 14 <br />develop affordable housing. 15 <br /> 16 <br />Ms. Andrea Edwards, 2614 37th Avenue, indicated she feels it should be stated there isn’t a 17 <br />winner or side to be on between the City and the developer. She did not see the City do very 18 <br />much to help the residents of Lowry Grove. 19 <br /> 20 <br />Mr. Perry Thorvig stated the screen is much better in the Chambers. He commented that all 21 <br />summer no one seemed to know what was going on with Lowry Grove. He spoke with the 22 <br />planner who said the Council had met in a work session and rejected TIF for the developer. 23 <br />Mayor Faust stated they met at the end of May to hear the developer’s TIF proposal and over $18 24 <br />million was proposed. No decision was made at that meeting. 25 <br /> 26 <br />Mr. Thorvig stated he had asked the City Clerk if there was a recording of the work session and 27 <br />he was told no work sessions are recorded. He would like to get specifics of what each 28 <br />Councilmember had to say. Mayor Faust stated the developer has not come to a regular meeting 29 <br />with the TIF proposal and it has not been formally rejected. 30 <br /> 31 <br />Mr. Thorvig stated he was not aware of the work session and Councilmember Gray suggested he 32 <br />sign up for push notifications. Mr. Thorvig stated no one knew about the meeting. Mayor Faust 33 <br />stated attention to detail. 34 <br /> 35 <br />Ms. Mel Chaput, 3537 Coolidge, stated she was happy to see the Lowry Grove residents but is 36 <br />not happy with CPG and has been working with the residents for the past two years. She has had 37 <br />personal meetings with some of the residents and Council and Staff. Ms. Chaput stated she does 38 <br />not care about what Brad Hoyt says. She has seen and experienced the lack of interest from the 39 <br />City Council for the Lowry Grove residents. Ms. Chaput stated she sat at a work session where 40 <br />Mayor Faust held up the City Pages newspaper with Antonia Alvarez’s picture on the cover and 41 <br />stated she was exaggerating, and if residents of St. Anthony were concerned, they could have 42 <br />Lowry Grove residents living with them. Ms. Chaput stated that showed very little compassion 43 <br />for the Lowry Grove residents and she holds the Council responsible for what happened to the 44 <br />Lowry Grove residents. She believed the information in the Comprehensive Plan was ignored. 45 <br /> 46 <br />7
