ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 AUGUST 28, 2018 <br />4 <br />5 CALL TO ORDER. <br />6 <br />7 Mayor Faust called the meeting to order at 7:00 p.m. <br />8 <br />9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. <br />12 <br />13 ROLL CALL. <br />14 <br />15 Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille. <br />16 Absent: None. <br />17 Also Present: City Manager Mark Casey, Hennepin County Sheriff Richard Stanek, Community <br />18 Service Officer Michael Milbrandt, Police Chief Jon Mangseth, Firefighter Alex Van <br />19 Galder, Fire Chief Mark Sitarz, and Finance Director Shelly Rueckert. <br />20 <br />21 <br />22 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />23 ITEMS. <br />24 <br />25 I. APPROVAL OF AUGUST 28, 2018 CITY COUNCIL MEETING AGENDA. <br />26 <br />27 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City <br />28 Council Meeting Agenda of August 28, 2018 as presented. <br />29 <br />30 Motion carried 5 -0. <br />31 <br />32 II. PROCLAMATIONS AND RECOGNITIONS <br />33 <br />34 A. Presentation from Hennepin County Sheriff Richard Stanek <br />35 <br />36 Sheriff Stanek presented a PowerPoint including Overview of the Hennepin County Sheriffs <br />37 Office and its Jurisdiction; Overview of Agency Leadership and Sheriffs Responsibilities; <br />38 Overview of Eight Lines of Business; Three Public Partnership Areas including Forensics <br />39 Sciences Division: Crime Lab, The Opioid Crisis and Violent Crime. Sgt. Cal McDaniel was <br />40 also present at the meeting. Sheriff Stanek reviewed his background. They provide policing <br />41 services to 45 cities. <br />42 <br />43 Sheriff Stanek reviewed the eight lines of business. Jail — HCSO — 73 bookings in 2017 and 45 in <br />44 2018. Court Security — HCSO. Patrol — St. Anthony and HCSO — 42 supporting hours in 2017 <br />45 and 28 in 2018. Warrants — HCSO and St. Anthony. Civil Process — HCSO. Investigations — St. <br />46 Anthony and HCSO — 13 requests for information in 2017. 911 Dispatch — HCSO 4125 CAD <br />47 events in 2017 and 2043 in 2018. Crime Lab — HCSO — 21 lab cases in 2017 and 10 in 2018. 32 <br />48 crime lab scene hours in 2017 and 35 in 2018. Sheriff Stanek spoke regarding the Opiod Crisis. <br />49 <br />
