City Council Regular Meeting Minutes <br />September 11, 2018 <br />Page 8 <br /> <br /> <br />Councilmember Stille asked if all projects and alternates will be bid out and Mr. Hubmer stated 1 <br />that is correct. 2 <br /> 3 <br />Mayor Faust asked when Council will know which way the City will proceed in 2019. Mr. 4 <br />Hubmer stated all would be included in the bid package and then they can pick and choose. This 5 <br />allows the City to take advantage of the large contractors in town and the long-term impact on 6 <br />the levy. 7 <br /> 8 <br />Councilmember Stille asked about the alternate and the trail, the cemetery and the flood 9 <br />mitigation and Mr. Hubmer indicated it would be tight. Mr. Hubmer stated the definite plans will 10 <br />come back before Council. City Manager Casey stated the City is attempting to leverage 11 <br />opportunities that are available. Mayor Faust invited residents if they have questions, to call City 12 <br />Hall or view the entire report. 13 <br /> 14 <br />Councilmember Stille summarized the planned projects. 15 <br /> 16 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 17 <br />18-062; a Resolution receiving Feasibility Report and Ordering Plans and Specifications for the 18 <br />2019 Street and Utility Improvements. 19 <br /> 20 <br />Motion Carried 5-0. 21 <br /> 22 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 23 <br /> 24 <br />Councilmember Stille stated on September 6, he attended the Community Services Meeting. 25 <br /> 26 <br />Mayor Faust stated on September 10, he attended the Regional Council of Mayors Meeting. On 27 <br />September 11, he attended the Mississippi Water Management Organization Meeting where the 28 <br />budget was approved. The MN Department of Health will be testing St. Anthony’s water reuse. 29 <br /> 30 <br />VIII. COMMUNITY FORUM 31 <br /> 32 <br />Ms. Nona Kennedy Carlson, 2926 Armour Terrace, introduced some members of CHANGE and 33 <br />stated these women are bright shining stars and they might run this country someday. 34 <br /> 35 <br />Ms. Moina Dixson stated on September 6, there was a lockdown in school. This terrified a lot of 36 <br />the students. There were a lot of officers in the school and she feels she needs to act like a 37 <br />different person to feel safe in school. She asked for safer gun control in school. 38 <br /> 39 <br />Ms. Naomi Tashoma stated they are girls that are making a difference because the adults could 40 <br />not. This organization is important to her and going to school being a black woman is difficult. 41 <br />She has been told school is a safe place but after the Parkland shooting, she opened her eyes 42 <br />about gun violence. During the lockdown at school, her first thought was that guns were 43 <br />involved. She asked Council if a school shooting does happen in St. Anthony, will they let it be 44 <br />just the next school shooting or step up and make a change. She doesn’t want her innocent life to 45 <br />be taken by a bullet and she goes to school fearing for her life and being bullied. 46 <br />12
