Updated 8-28-18
Ramsey County PCIN Strategies:
I.Focus on families with young children involved in the county’s programs. Increase their
awareness of and participation in early childhood resources. In the first phase of the grant,
the county is focusing on increasing participation in family home visiting services by families
with young children receiving financial assistance through the Minnesota Family Investment
Program (MFIP).
II.Gather and incorporate families’ voices early in the development of these strategies so they
are responsive to how families, especially families of color, experience early childhood
programs and resources. Support cultural communities’ own resources and strengths.
III.Coordinate with efforts in other Minnesota counties, state initiatives and other jurisdictions;
participate in coalitions and policy change efforts to further these goals.
IV.Develop and implement ways to measure outcomes, including tracking referrals and
participation rates and kindergarten readiness, paying particular attention to ra cial disparities
in outcomes.
A primary goal of Ramsey County’s PCIN is to increase equity and success in school by targeting efforts
and resources toward children and families who are among those at greatest risk of not being ready for
school. Its success depends on the following:
•Strong partnerships and an effective stakeholder group with the voices and authority to ensure
effective collaboration across programs and systems;
•Community involvement, especially the voices of families who would be likely participants in the
services and programs that are the focus of this effort;
•Communication strategies and training to increase public, staff and parent awareness of the
importance of early childhood to kindergarten readiness and school success.
This effort aligns with the county’s strategic priorities, especially enhancing the continuum of care for
youth and families.
4
