City Council Regular Meeting Minutes <br />September 11, 2018 <br />Page 3 <br />2 The 2019 Proposed Levies and the Issuance of 2018A General Obligation Bonds were reviewed <br />3 along with the Impact of Debt Levy Relief. Ms. Rueckert provided a summary of the 2019 <br />4 Budget: <br />6 • General fund operating budget totals $7,206,490 <br />7 • Personnel costs represent 70% of General Fund expenditures, costs up $165,325 or <br />8 3.41%. <br />9 • Insurance expenditures up $55,601 <br />10 • Contracted services up $59,881 <br />11 • No reduction in liquor transfer <br />12 • Established funding for Initiatives, $40,000 <br />13 • Capital Funds levies increased by $30,000 <br />14 • Increase in all levies totals $461,442 or 6.74% <br />15 <br />16 Ms. Rueckert commented the General Fund Levy supports City Services including <br />17 Administration, Police, Fire, Public Works, Finance, and Parks. In 2018 the average homeowner <br />18 paid $1,059.19 based on a home valued at $274,000 ($88.27 per month for City Services). <br />19 Grants /Donations/Partnerships since 1999 to date total $32,052.509. <br />20 <br />21 The next step in the process will be held on December 11, 2018 where a public hearing will be <br />22 held approving the Final 2019 Budget and Property Tax Levy and Adoption of the same. <br />23 <br />24 Councilmember Stille asked about the amount of the assessments that the City does not have to <br />25 pay and Ms. Rueckert stated $600,000. Councilmember Stille summarized his take on the <br />26 budget and reviewed the budget parameters. <br />27 <br />28 Mayor Faust closed the public hearing at 7:30 p.m. <br />29 <br />30 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 18- <br />31 058; a Resolution setting the proposed 2019 tax levy and general operating budget for the City of <br />32 St. Anthony Village. <br />33 <br />34 Motion carried 5 -0. <br />35 <br />36 V. REPORTS FROM COMMISSION AND STAFF. <br />37 <br />38 A. Resolution 18 -059: a Resolution approving a Conditional Use Permit to allow for <br />39 Dynamic Display Electronic Sign and a variance to the required setback from the curb at <br />40 the property located at 3249 Stinson Boulevard. <br />41 <br />42 Planning Commissioner Socha presented a power point summary of the CUP and Variance <br />43 request from Rose City Sign, Inc. for Olson Truck Shop /SuperAmerica located at 3249 Stinson <br />44 Boulevard. The existing land use is Commercial /Gasoline Station. She reviewed the surrounding <br />45 land use /zoning. This is a Conditional Use Permit request to allow for a double -sided dynamic <br />46 sign on the premises and a 2'6" Variance request from required 15 -foot setback from curb line. <br />
