Resolution 18-066; a Resolution Certifying Special Assessments for Delinquent Public 2 <br /> Utility Service Accounts to the 2019 Hennepin County Tax Rolls. 3 <br /> 4 <br />City Manager Casey reviewed in accordance with St. Anthony City Code; Certification of 5 <br />Delinquent Account Balances, the billing department has determined which accounts necessitate 6 <br />certification. For Public Utility services, an account is delinquent upon amounts over $50 and at 7 <br />least two quarters past due, and for waste hauler services, and account is delinquent upon 8 <br />amounts over $50 and at least 90 days past due. Letters were mailed to delinquent account 9 <br />holders and the property owners if different. A sample of the letter was provided for Council 10 <br />review. If the entire delinquent balance is not paid by November 28, 2018, the delinquent amount 11 <br />would be certified to the property owner’s property taxes plus eight percent annum. Since the 12 <br />letters were sent, a significant number of residents have paid their balances. 13 <br /> 14 <br />Councilmember Randle stated he reviewed the list line by line and asked if there is a way the 15 <br />City can intervene before the balances get too large. Mr. Casey stated at this time there is no 16 <br />mechanism in place to intervene. Staff is open for suggestions or direction. Mayor Faust stated 17 <br />on the Utilities the bills are 180 days delinquent. The best way to get the money is through 18 <br />property taxes. Mayor Faust stated there is staff time involved. 19 <br /> 20 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 21 <br />18-066; a Resolution Certifying Special Assessments for Delinquent Public Utility Service 22 <br />Accounts to the 2019 Hennepin County Tax Rolls. 23 <br /> 24 <br />Motion carried 4-0. 25 <br /> 26 <br />B. Resolution 18-067; a Resolution Certifying Special Assessments for Delinquent Public 27 <br /> Utility Service Accounts to the 2019 Ramsey County Tax Rolls 28 <br /> 29 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution 30 <br />18-067; a Resolution Certifying Special Assessment for Delinquent Public Utility Service 31 <br />Accounts to the 2019 Ramsey County Tax Rolls. 32 <br /> 33 <br />Motion carried 4-0. 34 <br /> 35 <br />C.
