City Council Regular Meeting Minutes <br />October 23, 2018 <br />Page 3 <br /> <br /> <br /> 1 <br />Councilmember Stille thanked Ms. Rueckert for implementing the “bucket approach”. Each 2 <br />bucket must be self-sustaining. The detail provided is amazing. 3 <br /> 4 <br />Councilmember Randle asked about the timeline and date for the projects and asked about the 5 <br />fleet (dump truck). Ms. Rueckert stated there is a replacement schedule for the fleet. 6 <br /> 7 <br />Councilmember Jenson referred to the complete report and noted it is very detailed. 8 <br /> 9 <br />Mayor Faust stated the plan through 2035 is a living document and will change from year to 10 <br />year. The plan allows for a systematic approach for replacement of items. Mayor Faust stated 11 <br />Ms. Rueckert did an excellent job on the plan. 12 <br /> 13 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 14 <br /> 15 <br />City Manager Casey stated the road construction project on Foss, Macalester, and Highcrest has 16 <br />gone on longer than desired. Beginning November 1, the City could impose any liquidated 17 <br />damages if the project is not done. It is anticipated the project will be completed by October 31, 18 <br />2018. Mayor Faust noted a portion of the contract includes retainage. WSB oversees the work. 19 <br /> 20 <br />Councilmember Gray reported as the liaison to the North Suburban Communications and Access 21 <br />Corporations. He recapped what is going on with CTV15, noting a summary of the September 22 <br />2018 North Suburban CTV production and programming was provided. 23 <br /> 24 <br />Councilmember Randle stated on October 20, he and Councilmember Jenson had Coffee with 25 <br />the Council. He suggested the concept be revisited in the future. 26 <br /> 27 <br />Councilmember Jenson stated the Coffee with the Council was held at Emerald Park. 28 <br /> 29 <br />Mayor Faust reported on October 17, he and City Staff met with Hennepin County engineers and 30 <br />Hennepin County Commissioner regarding the high-speed turnoff on 88. He is not encouraged or 31 <br />discouraged. The City highlighted the safety issue. 32 <br /> 33 <br />VIII. COMMUNITY FORUM 34 <br /> 35 <br />Dr. Bibi Neumann, 3404 Silver Lane NE, read a joint statement from St. Anthony Villagers for 36 <br />Equity and Community and Communities United Against Police Brutality. Dr. Neumann also 37 <br />read a written statement with recommendations. 38 <br /> 39 <br />IX. INFORMATION AND ANNOUNCEMENTS. 40 <br /> 41 <br />Mayor Faust encouraged residents to attend the Tech Dump and Fix-It Clinic to be held on 42 <br />Saturday.
