MEMORANDUM <br />To: St. Anthony Village City Council <br />From: Molly Just, AICP, City Planner <br />Date: November 18, 2018 <br />City Council Regular Meeting for November 27, 2018 <br />WSB Project No. 002170-230: Comprehensive Plan Update <br />Recommendation: Approve the St. Anthony 2040 Comprehensive Plan and Authorize <br />Submission to Metropolitan Council for Formal Action <br />Background. A comprehensive plan is the city’s guiding policy document related to the built <br />environment. State law requires preparation of a comprehensive plan every ten years. This is an update <br />of the comprehensive plan adopted by the City of St. Anthony Village in 2008. The current <br />comprehensive plan was preceded by a plan adopted in 1998, and prior to that a plan in 1979. St. <br />Anthony is a desirable place to live, work and play in part because of a strong history of planning. Long- <br />range planning has provided certainty and direction to homeowners and investors and helped the City <br />make cost-effective investments in streets, parks and utilities. <br />The purpose of a comprehensive plan is to cast a vision and to establish policy direction for those <br />elements over which the City has jurisdiction. These primarily include the pattern of land development <br />and public facilities such as streets, utilities and parks. Land development is regulated through the City’s <br />zoning ordinance and map, which is prepared or amended with guidance from the comprehensive land <br />use plan map and policies. <br />Recent development interest in St. Anthony, particularly the re-development of the Lowry Grove, and <br />development trends toward re-development, has sparked interest in the importance and value of the <br />Comprehensive Plan as a guiding vision document for growth and development in the city. This interest <br />has generated a high level of community engagement and input into the plan. Given this, the city <br />undertook a major update and overhaul of the comprehensive plan. <br />Process. A comprehensive planning process is strengthened by input from residents, business owners, <br />interest groups and advisory committees. <br />This nearly three year process began with a presentation at the City’s strategic planning session by the <br />Planner on January 14, 2016. A steering committee was formed which included the Planning <br />Commission and two members of the City Council. The steering committee provided feedback and <br />direction to staff during the creation of the plan. <br />The Comp Plan Steering Committee, had their first meeting on February 22, 2016. The Comp Plan <br />Steering Committee’s twelfth (12) and final meeting was held on November 14, 2018. <br />In that time period, Input was collected throughout the process from over 15 engagement sessions, <br />including: a visioning meeting, a sustainability focus group, around the community, at the high school, <br />27
