City Council Regular Meeting Minutes <br />December 11, 2018 <br />Page 4 <br /> <br /> <br />Mr. Hubmer indicated the location on a map as Silver Lake Road from 250 feet south of Silver 1 <br />Lane to approximately 600 feet north of Silver Lane. This project is a cooperative project with 2 <br />Ramsey County, Rice Creek Watershed District, and the Minnesota Department of Natural 3 <br />Resources. The flood reduction will alleviate flooding along the east side of Silver Lake Road 4 <br />and reduce flooding downstream (Penrod Lane, Silver Lane, Fordham Drive, Shamrock Drive, 5 <br />39th Avenue and Foss Road). The improvements include installation of new 36-inch truck storm 6 <br />sewer (east side) to supplement existing 66-inch trunk storm sewer (west side). 7 <br /> 8 <br />Mr. Hubmer reviewed the project costs/funding breakdown and project schedule. 9 <br /> 10 <br />Councilmember Jenson referred to the total project cost and the portion of the cost the City is 11 <br />paying. 12 <br /> 13 <br />Councilmember Stille stated Mr. Hubmer does an excellent job of working with other agencies 14 <br />on these cooperative projects. 15 <br /> 16 <br />Mayor Faust noted this project is within the Rice Creek Watershed District and the Industrial 17 <br />Park Improvements falls within the Mississippi Watershed Management Organization. He 18 <br />encouraged residents and businesses to sign-up for the push notifications of the projects. 19 <br /> 20 <br />Councilmember Stille noted these two projects enhance value for homeowners who were having 21 <br />issues with flooding, as well as the business owners. 22 <br /> 23 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution 24 <br />18-084; a Resolution Accepting Plans and Specifications and Ordering Advertisement for Bids 25 <br />for the Silver Lake Road Flood Reduction Project. 26 <br />Motion carried 5-0. 27 <br /> 28 <br />C. Resolution 18-085; a Resolution Accepting Plans and Specifications and Ordering 29 <br /> Advertisement for Bids for the Industrial Park Flood Improvements. 30 <br /> 31 <br />City Engineer Hubmer reviewed the request of the Council to consider a resolution accepting 32 <br />plans and specifications and ordering advertisement for bids for the Industrial Park Flood 33 <br />Improvements. This resolution accepts the plans and specifications, as prepared by WSB, and 34 <br />authorizes the advertisement for bids for Industrial Park Flood Improvements. This project 35 <br />anticipates opening bids on or near February 13, 2019 and bringing the bid results to Council in 36 <br />February. 37 <br /> 38 <br />Mr. Hubmer indicated the location on a map as Industrial Park pond located south of County 39 <br />Road C (29th Avenue NE) between the cemetery and the Industrial Park. This project is a 40 <br />cooperative project with the Mississippi Watershed Management Organization. The flood 41 <br />reduction will alleviate flooding between buildings along Anthony Lane and provide additional 42 <br />storm water storage during larger rain events. The improvements include reconstruction of the 43 <br />existing outlet control structure within the existing pond, clearing of trees and brush within the 44 <br />existing pond, and replacement of existing storm sewer to accommodate original design for 45 <br />storm water flow. 46 <br />4
