City Council Regular Meeting Minutes <br />December 11, 2018 <br />Page 4 <br />1 Mr. Hubmer indicated the location on a map as Silver Lake Road from 250 feet south of Silver <br />2 Lane to approximately 600 feet north of Silver Lane. This project is a cooperative project with <br />3 Ramsey County, Rice Creek Watershed District, and the Minnesota Department of Natural <br />4 Resources. The flood reduction will alleviate flooding along the east side of Silver Lake Road <br />5 and reduce flooding downstream (Penrod Lane, Silver Lane, Fordham Drive, Shamrock Drive, <br />6 39`h Avenue and Foss Road). The improvements include installation of new 36 -inch truck storm <br />7 sewer (east side) to supplement existing 66 -inch trunk storm sewer (west side). <br />9 Mr. Hubmer reviewed the project costs /funding breakdown and project schedule. <br />10 <br />11 Councilmember Jenson referred to the total project cost and the portion of the cost the City is <br />12 paying. <br />13 <br />14 Councilmember Stille stated Mr. Hubmer does an excellent job of working with other agencies <br />15 on these cooperative projects. <br />16 <br />17 Mayor Faust noted this project is within the Rice Creek Watershed District and the Industrial <br />18 Park Improvements falls within the Mississippi Watershed Management Organization. He <br />19 encouraged residents and businesses to sign -up for the push notifications of the projects. <br />20 <br />21 Councilmember Stille noted these two projects enhance value for homeowners who were having <br />22 issues with flooding, as well as the business owners. <br />23 <br />24 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution <br />25 18 -084; a Resolution Accepting Plans and Specifications and Ordering Advertisement for Bids <br />26 for the Silver Lake Road Flood Reduction Project. <br />27 Motion carried 5 -0. <br />28 <br />29 C. Resolution 18 -085• a Resolution Acceting Plans and Specifications and Ordering <br />30 Advertisement for Bids for the Industrial Park Flood Improvements. <br />31 <br />32 City Engineer Hubmer reviewed the request of the Council to consider a resolution accepting <br />33 plans and specifications and ordering advertisement for bids for the Industrial Park Flood <br />34 Improvements. This resolution accepts the plans and specifications, as prepared by WSB, and <br />35 authorizes the advertisement for bids for Industrial Park Flood Improvements. This project <br />36 anticipates opening bids on or near February 13, 2019 and bringing the bid results to Council in <br />37 February. <br />38 <br />39 Mr. Hubmer indicated the location on a map as Industrial Park pond located south of County <br />40 Road C (29`h Avenue NE) between the cemetery and the Industrial Park. This project is a <br />41 cooperative project with the Mississippi Watershed Management Organization. The flood <br />42 reduction will alleviate flooding between buildings along Anthony Lane and provide additional <br />43 storm water storage during larger rain events. The improvements include reconstruction of the <br />44 existing outlet control structure within the existing pond, clearing of trees and brush within the <br />45 existing pond, and replacement of existing storm sewer to accommodate original design for <br />46 storm water flow. <br />
