City Council Regular Meeting Minutes <br />January 22, 2019 <br />Page 4 <br /> <br /> <br />Parks Commission Chair Erin Jordahl Redlin presented the Parks Commission request of 1 <br />proposed changes to Chapter 32.20 to 32.39 Parks Commission. On December 3, 2018, the Parks 2 <br />Commission unanimously recommended the proposed changes. One potential issue would be 3 <br />with their proposed non-voting liaison. There are currently nine microphones on the City Council 4 <br />dais and this would add a tenth person at the dais. This could be problematic for the official 5 <br />meeting minute taker who does the minutes remotely from watching the meeting on-line. 6 <br /> 7 <br />The current nine Parks Commission meeting attendees are: 8 <br />1. Erin Jordahl-Redlin, Chair 9 <br />2. Therese Bellinger, Vice-Chair 10 <br />3. Marnie Overman, Commissioner 11 <br />4. Sara Ksiazek, Commissioner 12 <br />5. Jessica Rengstorf, Commissioner 13 <br />6. Wendy Webster, Community Services – non-voting 14 <br />7. Cassandra Palmer, School Board – non-voting 15 <br />8. Aye Keita, Student Liaison – non-voting 16 <br />9. Jay Hartman, Staff Liaison. 17 <br /> 18 <br />Parks Commission Chair Redlin noted the added member would be one non-voting liaison 19 <br />member from a specified community group focused on sustainability. Ms. Jordahl-Redlin 20 <br />reviewed the other modifications to the Chapter. If the Council chooses to amend the City Code 21 <br />with any of the proposed changes, the next step would be for staff to prepare an amended 22 <br />ordinance for Chapter 32.20 to 32.39 Parks Commission. The revised ordinance will be placed 23 <br />on the City Council agenda for three readings prior to adoption. 24 <br /> 25 <br />Ms. Lona Doolan, 3511 Harding Street, spoke in support of the recommendation including 26 <br />sustainability to the duties of the Parks Commission. 27 <br /> 28 <br />Mayor Faust stated he holds the word ‘sustainability’ as sacred and is reluctant to give that term 29 <br />to the Parks Commission. He thought Environmental may be more appropriate. He questioned 30 <br />why a school board member is on the Parks Commission along with Wendy Webster in 31 <br />community services. It was noted the student liaison was added for experience. Mayor Faust 32 <br />stated sustainability is the duty of the City Council so he does not agree someone not part of a 33 <br />government agency should sit on a board such as the Parks Commission. He cannot support this 34 <br />as it is written. 35 <br /> 36 <br />Councilmember Stille stated he had the same thought regarding Equity, Economic, and 37 <br />Environmental. He does not care for Parks and Sustainability Commission. The focus needs to be 38 <br />more environmental than sustainability, which is part of the City’s mission statement. He stated 39 <br />the use of a liaison gets to be confusing, noting if ten were attending an additional chair would 40 <br />need to be added and it would be confusing for residents to know who the voting members are. 41 <br /> 42 <br />Councilmember Gray stated he also had a problem with this and it seems it is not a natural fit. It 43 <br />seems it should be a separate Commission as there is not enough of an overlap for it being one 44 <br />Commission. 45 <br /> 46 <br />4
