City Council Regular Meeting Minutes <br />January 22, 2019 <br />Page 3 <br /> <br /> <br />Voyagers and Fitness Crossroad. Activities will include a bean bag toss golf tournament, candy 1 <br />scramble, and a medallion hunt. Two food trucks will be on site, and the experienced VillageFest 2 <br />team will be selling hot kid and adult beverages as well as selling beer and wine. A rendering 3 <br />was provided for Council review of how the VillageFest team will control the sale of alcoholic 4 <br />beverages from the inside of the Pavilion. Proceeds will support VillageFest and Nourish 282’s 5 <br />mission to support food insecure families in the SANB school district. 6 <br /> 7 <br />Councilmember Jensen asked what adult beverages are versus wine and beer. Mr. Gillard noted 8 <br />that would be hot baileys other hot drinks, etc. as far as hard liquor. 9 <br /> 10 <br />Ms. Hunter, Chair of VillageFest, was also present. Mayor Faust asked Ms. Hunter if the 11 <br />VillageFest Board has approved this event and if VillageFest would be covering the dram 12 <br />insurance. Ms. Hunter stated they are in support of the event and will carry the dram insurance. 13 <br />The same staff that handles liquor sales at VillageFest will also handle the liquor at WinterFest. 14 <br /> 15 <br />Mayor Faust asked if the insurance had to be increased with the inclusion of hard liquor. Ms. 16 <br />Hunter stated they received the insurance quote just today and the amount is based on how many 17 <br />people attend. Mayor Faust referred to the site plan and recommended the site plan have 18 <br />concurrence of City Staff. 19 <br /> 20 <br />Councilmember Stille agreed that is a good point, noting the driveways are not meant to have 21 <br />heavy trucks. Ms. Hunter stated they will work with City Staff. 22 <br /> 23 <br />Councilmember Randle asked about the two vending trucks and who would be present. Mr. 24 <br />Gillard stated they have put out a request to the Food Truck Organization. 25 <br /> 26 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the request for 27 <br />Special Event Temporary Liquor License for the 1st Annual Village WinterFest on March 2, 28 <br />2019 with City Staff site concurrence and use of the pavilion at Central Park. 29 <br /> 30 <br />Councilmember Stille stated he feels this is great and hopes it fits into a kid’s activity and that it 31 <br />works. Mr. Gillard stated they are hoping for the best. 32 <br /> 33 <br />Mayor Faust stated the group would not be charged for using the pavilion and it will remain open 34 <br />to the public. 35 <br /> 36 <br />Councilmember Randle stated he was against this at first but having spoken with Mr. Gillard, he 37 <br />found his message is consistent. 38 <br /> 39 <br />Mayor Faust stated he just wants to make sure the City is protected for the greater good. 40 <br /> 41 <br />Motion carried 5-0. 42 <br /> 43 <br />B.
