City Council Regular Meeting Minutes January 22, 2019 Page 3 Voyagers and Fitness Crossroad. Activities will include a bean bag toss golf tournament, candy scramble, and a medallion hunt. Two food trucks will be on site, and the experienced VillageFest team will be selling hot kid and adult beverages as well as selling beer and wine. A rendering was provided for Council review of how the VillageFest team will control the sale of alcoholic beverages from the inside of the Pavilion. Proceeds will support VillageFest and Nourish 282's mission to support food insecure families in the SANB school district. 8 Councilmember Jensen asked what adult beverages are versus wine and beer. Mr. Gillard noted 9 that would be hot baileys other hot drinks, etc. as far as hard liquor. 10 11 Ms. Hunter, Chair of VillageFest, was also present. Mayor Faust asked Ms. Hunter if the 12 VillageFest Board has approved this event and if VillageFest would be covering the dram 13 insurance. Ms. Hunter stated they are in support of the event and will carry the dram insurance. 14 The same staff that handles liquor sales at VillageFest will also handle the liquor at WinterFest. 15 16 Mayor Faust asked if the insurance had to be increased with the inclusion of hard liquor. Ms. 17 Hunter stated they received the insurance quote just today and the amount is based on how many 18 people attend. Mayor Faust referred to the site plan and recommended the site plan have 19 concurrence of City Staff. 20 21 Councilmember Stille agreed that is a good point, noting the driveways are not meant to have 22 heavy trucks. Ms. Hunter stated they will work with City Staff. 23 24 Councilmember Randle asked about the two vending trucks and who would be present. Mr. 25 Gillard stated they have put out a request to the Food Truck Organization. 26 27 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the request for 28 Special Event Temporary Liquor License for the 151 Annual Village WinterFest on March 2, 29 2019 with City Staff site concurrence and use of the pavilion at Central Park. 30 31 Councilmember Stille stated he feels this is great and hopes it fits into a kid's activity and that it 32 works. Mr. Gillard stated they are hoping for the best. 33 34 Mayor Faust stated the group would not be charged for using the pavilion and it will remain open 35 to the public. 36 37 Councilmember Randle stated he was against this at first but having spoken with Mr. Gillard, he 38 found his message is consistent. 39 40 Mayor Faust stated he just wants to make sure the City is protected for the greater good. 41 42 Motion carried 5 -0. 43 44 B.
