City Council Regular Meeting Minutes <br />January 22, 2019 <br />Page 3 <br />Voyagers and Fitness Crossroad. Activities will include a bean bag toss golf tournament, candy <br />scramble, and a medallion hunt. Two food trucks will be on site, and the experienced VillageFest <br />team will be selling hot kid and adult beverages as well as selling beer and wine. A rendering <br />was provided for Council review of how the VillageFest team will control the sale of alcoholic <br />beverages from the inside of the Pavilion. Proceeds will support VillageFest and Nourish 282's <br />mission to support food insecure families in the SANB school district. <br />8 Councilmember Jensen asked what adult beverages are versus wine and beer. Mr. Gillard noted <br />9 that would be hot baileys other hot drinks, etc. as far as hard liquor. <br />10 <br />11 Ms. Hunter, Chair of VillageFest, was also present. Mayor Faust asked Ms. Hunter if the <br />12 VillageFest Board has approved this event and if VillageFest would be covering the dram <br />13 insurance. Ms. Hunter stated they are in support of the event and will carry the dram insurance. <br />14 The same staff that handles liquor sales at VillageFest will also handle the liquor at WinterFest. <br />15 <br />16 Mayor Faust asked if the insurance had to be increased with the inclusion of hard liquor. Ms. <br />17 Hunter stated they received the insurance quote just today and the amount is based on how many <br />18 people attend. Mayor Faust referred to the site plan and recommended the site plan have <br />19 concurrence of City Staff. <br />20 <br />21 Councilmember Stille agreed that is a good point, noting the driveways are not meant to have <br />22 heavy trucks. Ms. Hunter stated they will work with City Staff. <br />23 <br />24 Councilmember Randle asked about the two vending trucks and who would be present. Mr. <br />25 Gillard stated they have put out a request to the Food Truck Organization. <br />26 <br />27 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the request for <br />28 Special Event Temporary Liquor License for the 151 Annual Village WinterFest on March 2, <br />29 2019 with City Staff site concurrence and use of the pavilion at Central Park. <br />30 <br />31 Councilmember Stille stated he feels this is great and hopes it fits into a kid's activity and that it <br />32 works. Mr. Gillard stated they are hoping for the best. <br />33 <br />34 Mayor Faust stated the group would not be charged for using the pavilion and it will remain open <br />35 to the public. <br />36 <br />37 Councilmember Randle stated he was against this at first but having spoken with Mr. Gillard, he <br />38 found his message is consistent. <br />39 <br />40 Mayor Faust stated he just wants to make sure the City is protected for the greater good. <br />41 <br />42 Motion carried 5 -0. <br />43 <br />44 B.
