City Council Regular Meeting Minutes <br />January 22, 2019 <br />Page 4 <br />1 Parks Commission Chair Erin Jordahl Redlin presented the Parks Commission request of <br />2 proposed changes to Chapter 32.20 to 32.39 Parks Commission. On December 3, 2018, the Parks <br />3 Commission unanimously recommended the proposed changes. One potential issue would be <br />4 with their proposed non - voting liaison. There are currently nine microphones on the City Council <br />5 dais and this would add a tenth person at the dais. This could be problematic for the official <br />6 meeting minute taker who does the minutes remotely from watching the meeting on -line. <br />7 <br />8 The current nine Parks Commission meeting attendees are: <br />9 1. Erin Jordahl - Redlin, Chair <br />10 2. Therese Bellinger, Vice -Chair <br />11 3. Mamie Overman, Commissioner <br />12 4. Sara Ksiazek, Commissioner <br />13 5. Jessica Rengstorf, Commissioner <br />14 6. Wendy Webster, Community Services — non - voting <br />15 7. Cassandra Palmer, School Board — non - voting <br />16 8. Aye Keita, Student Liaison — non - voting <br />17 9. Jay Hartman, Staff Liaison. <br />18 <br />19 Parks Commission Chair Redlin noted the added member would be one non - voting liaison <br />20 member from a specified community group focused on sustainability. Ms. Jordahl - Redlin <br />21 reviewed the other modifications to the Chapter. If the Council chooses to amend the City Code <br />22 with any of the proposed changes, the next step would be for staff to prepare an amended <br />23 ordinance for Chapter 32.20 to 32.39 Parks Commission. The revised ordinance will be placed <br />24 on the City Council agenda for three readings prior to adoption. <br />25 <br />26 Ms. Lona Doolan, 3511 Harding Street, spoke in support of the recommendation including <br />27 sustainability to the duties of the Parks Commission. <br />28 <br />29 Mayor Faust stated he holds the word ` sustainability' as sacred and is reluctant to give that term <br />30 to the Parks Commission. He thought Environmental may be more appropriate. He questioned <br />31 why a school board member is on the Parks Commission along with Wendy Webster in <br />32 community services. It was noted the student liaison was added for experience. Mayor Faust <br />33 stated sustainability is the duty of the City Council so he does not agree someone not part of a <br />34 government agency should sit on a board such as the Parks Commission. He cannot support this <br />35 as it is written. <br />36 <br />37 Councilmember Stille stated he had the same thought regarding Equity, Economic, and <br />38 Environmental. He does not care for Parks and Sustainability Commission. The focus needs to be <br />39 more environmental than sustainability, which is part of the City's mission statement. He stated <br />40 the use of a liaison gets to be confusing, noting if ten were attending an additional chair would <br />41 need to be added and it would be confusing for residents to know who the voting members are. <br />42 <br />43 Councilmember Gray stated he also had a problem with this and it seems it is not a natural fit. It <br />44 seems it should be a separate Commission as there is not enough of an overlap for it being one <br />45 Commission. <br />46 <br />
