Who is the target clientele? <br />Silver Lake Home’s current and future very low‐income adults with qualifying physical disabilities, traumatic brain  <br />injuries, and or mobility impairments.  Silver Lake Home provides Adult Foster Care services as well, which is unique for  <br />an affordable housing setting.  Group Rate Housing (GRH) is not applicable so residents typically have an income that is  <br />more expendable. A Site Supervisor and Resident Assistant Staff provide support and guidance at this site.      <br /> <br /> <br /> <br />What needs does this activity address? <br />The aging property is in need of the following rehab: <br /> <br />- Removal and replacement of windows. The current, vinyl windows are failing and letting in moisture, <br />making it difficult; <br />- The front door, garage door and service doors are in need of replacement. These are all original and <br />have begun to show their age; <br />- The air conditioning unit is no longer operating properly; <br />- The accessible shower, a Best Bath model, is cracking and failing due to wheelchair damage; <br />- Our original asphalt driveway is in need of repair – it is cracking. Our residents are having difficulty <br />navigating the driveway with their wheelchairs. <br /> <br /> <br /> <br />Is the need for this activity growing? <br />Yes. There are more and more adults with disabilities living longer and in need of these types of homes. Our <br />waiting list in the metro is also growing, as the need for accessible, affordable housing continues to grow. <br />Moreover, allowing adults with physical disabilities to live independently in these types of settings – and not in <br />nursing homes – is beneficial to any city or county. <br /> <br />How does the program address these needs? <br />Preserve and Create Multifamily Rental Opportunities. <br /> <br /> <br />Is this a priority need identified in the Hennepin County 2015-2019 Consolidated Plan? <br />Yes <br /> <br /> <br />Is this a need not currently or adequately being addressed by other programs/activities? <br />Yes. Unfortunately, we do not have the reserve for replacement dollars to cover these big-ticket items. Per <br />HUD regulations, we have to use reserve for replacement funds on repairs for our HUD subsidized apartment <br />communities. HUD requires all HUD projects to operate successfully without sponsor contribution, which is <br />why we must use the nonprofit affiliate's Reserve for Replacement fund when making repairs. Moreover, due <br />to HUD regulations, we must keep $1,000 of reserve dollars for each bedroom in the account. Thus, we are <br />requesting these important funds. <br /> <br /> <br /> <br /> <br /> <br /> <br />24
