Resolution 19-026; a Resolution Approving 3.2 On Sale Malt Liquor license for 1 <br />National Grill located at 2201 St. Anthony Blvd. 2 <br /> 3 <br />City Manager Casey stated in front of Council this evening is a resolution to approve a 3.2 On 4 <br />Sale License for National Grill located at 2201 St. Anthony Blvd. This is a new business that will 5 <br />be providing food and beverage service at Gross Golf Course in the Clubhouse. Staff has 6 <br />completed background checks on the new business owner and staff is recommending approving 7 <br />the 3.2 On Sale License. 8 <br /> 9 <br />Councilmember Jenson asked if this was just a new supplier within Gross Golf Course replacing 10 <br />the last supplier who already had a liquor license. 11 <br /> 12 <br />City Manager Casey stated that was correct and noted that liquor licenses are not transferrable. 13 <br /> 14 <br />Councilmember Randle asked why this is for a 3.2 license. 15 <br /> 16 <br />City Manager Casey explained with the way the City code is written, you cannot have a full 17 <br />liquor license except for in the commercial district. 18 <br /> 19 <br />Wylie Wong, GC Ventures, 2201 St. Anthony Parkway, asked if the Council had any questions 20 <br />for him. He indicated they do plan to apply for a code text amendment in order to allow full 21 <br />liquor sales at a future date. 22 <br /> 23 <br />Motion by Councilmember Gray, seconded by Councilmember Randle, to approve Resolution 24 <br />19-026; a Resolution approving 3.2 On Sale Malt Liquor License for National Grill located at 25 <br />2201 St. Anthony Blvd. 26 <br /> 27 <br />Motion carried 5-0. 28 <br /> 29 <br />B. St. Anthony Police Department Annual Report. 30 <br /> 31 <br />Police Chief Jon Mangseth presented to the City Council a high-level overview of the 2018 St. 32 <br />Anthony Police Department Annual Report. Included in the presentation were Department 33 <br />Summary, St. Anthony Part I Crimes, St. Anthony Part II Crimes, Calls for Service, Patrol 34 <br />Review, Investigation Review, Education Summary, Police Reserves, Social Media, Community 35 <br />Engagement, Body Worn Camera Program, Progress Report, What’s on Deck, and how residents 36 <br />can Stay Connected. Chief Mangseth noted that the complete report can be viewed on the City 37 <br />website at www.savmn.com and encouraged residents to sign up for push notifications and stay 38 <br />connected to the Department. Chief Mangseth stated that the officers in the City have big 39 <br />hearts and a service mindset and endeavor to serve to the best of their ability. 40 <br /> 41 <br />Councilmember Gray asked if the 2,237 hours of training for just for 2018. 42 <br /> 43 <br />Chief Mangseth confirmed those hours did reflect the training in just 2018. He gave some 44 <br />examples of the types of training such as partner training with procedural justice and fair and 45 <br />impartial policing. 46 <br />15
