PROPOSED IMPROVEMENTS <br />3.1 Silver Lake Road Flood Mitigation Improvements <br />The existing 60-inch reinforced concrete pipe (RCP) trunk storm sewer along the west side of <br />Silver Lake Road does not provide the necessary capacity to accommodate the current drainage. <br />In addition, the existing low point, located approximately 250 feet south of Silver Lane, is also <br />undersized, resulting in flooding of properties along the east side of the roadway during common <br />(7-year) rain events. <br />The existing storm sewer system will be improved with the addition of a new 36-inch RCP sewer <br />main and catch basins along the roadway to better accommodate area drainage. The 36-inch <br />RCP sewer main will extend from the existing low point located approximately 250 feet south of <br />Silver Lane to approximately 600 feet north of Silver Lane and outlet to Silver Lake. The <br />installation of the new sewer main will supplement the existing 60-inch sewer main to the west. <br />To address the flooding along the east side of the roadway, it was identified to be more cost <br />effective to install a secondary main along the roadway. <br />The installation of the additional storm sewer main will not only alleviate existing flooding along <br />the east side of Silver Lake Road, but also reduce flooding downstream to roadways with <br />previous drainage concerns (Penrod Lane, Silver Lane, Fordham Drive, Shamrock Drive, 39th <br />Avenue, and Foss Road). <br />A map illustrating the proposed improvements can be found on Figure 2 of Appendix A. <br />3.2 County Road C (29th Avenue NE) Improvements <br />Ramsey County and Hennepin County are proposing to reconstruct County Road C (29th Avenue <br />NE) from Highway 88 to Interstate 35W in 2019. Improvements proposed along County Road C <br />(29th Avenue NE) include reconstructing the existing roadway (including removal and replacement <br />of the existing pavement, curb and gutter, and excavation of the underlying base materials), <br />installation of a 10-foot bituminous trail along the south side of the roadway, installation of a 6-foot <br />concrete sidewalk along the north side of the roadway, and drainage improvements. Additional <br />improvements include the installation of a pond within the industrial park area to alleviate existing <br />flooding concerns. Although the project is being designed and bid by Hennepin County and <br />Ramsey County, the City of St. Anthony Village has been asked to participate in funding the trail, <br />sidewalk, and drainage improvements. <br />The proposed improvements along County Road C (29th Avenue NE) from Highway 88 to Long <br />Lake Road can be found in Appendix C. <br />Bituminous Trail and Sidewalk Improvements <br />A 10-foot-wide bituminous trail and 6-foot-wide concrete walk is anticipated along County Road C <br />(29th Avenue NE) from Highway 88 to Interstate 35W. The trail and sidewalk improvements <br />improve pedestrian and vehicle safety by providing an off-street access route for pedestrians. As <br />the installation of the trail and sidewalk provides direct benefit to St. Anthony Village residents, <br />the City will be required to provide funding for 50% of the improvement cost for the bituminous <br />trail and 75% of the improvement cost for the concrete sidewalk. Additionally, the removal and <br />replacement of the concrete curb and gutter to facilitate the trail and sidewalk construction will <br />require 50% cost participation. <br />A map illustrating the proposed trail and sidewalk improvements can be found on Figure 3 of <br />Appendix A. <br />66
