2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 3 <br />2.5 Project History <br />Recently, City Staff met with the Ramsey County engineers to discuss the County’s <br />Transportation Improvement Plan; more specifically improvements programmed for the 2019 <br />construction season. Ramsey and Hennepin Counties are proposing to reconstruct County Road <br />C (29th Avenue NE) from Highway 88 to Interstate 35W in 2019. Improvements proposed for the <br />project include the extension of trail/sidewalk and drainage improvements. As the City of St. <br />Anthony Village has been asked to participate in funding for the improvements, it has provided an <br />opportunity for staff to review the existing City owned infrastructure along the roadway and <br />flooding concerns with the City of St. Anthony Industrial Park. <br />Additionally, Ramsey County is planning to resurface Silver Lake Road from 37th Avenue NE to <br />Interstate 694. City Staff has been working to correct flooding concerns along Silver Lake Road <br />between 39th Avenue NE to Silver Lane. Addressing these flooding concerns as well as <br />scheduling mill and overlay improvements along Silver Lane and Siler Lake Terrace to coincide <br />with the improvements proposed along Silver Lake Road provide an opportunity to make the <br />drainage and surface improvements without disrupting the newly resurfaced Silver Lake Road. <br />City Staff has also identified the need to address traffic backups at the intersection of Silver Lake <br />Road and 33rd Avenue NE for left turning movements from Silver Lake Road. The intersection <br />currently allows for designated right, thru, and left turn lanes with red and green arrows directing <br />left turning movements. The signal continues to allow right and thru traffic through the <br />intersection when the left turn arrow turns red which has created backups within the left turn <br />lanes. <br />As a result, On May 22, 2018, the St. Anthony Village City Council authorized the preparation of <br />an engineering feasibility report for the 2019 Street and Utility Improvement Project. <br />65
