2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 6 <br />3.3 Silver Lake Road and 33rd Avenue NE Intersection Signal Improvements <br />Currently, traffic experiences periodic backups for traffic make left turning movements (both east <br />and west bound traffic) from Silver Lake Road at 33rd Avenue NE. Most the backups are <br />experienced during the “rush hour” periods (approximately 7:00 am to 9:00 am and 3:00 pm to <br />6:00 pm). Improvements proposed to alleviate these backups are to install a flashing yellow turn <br />signal to allow traffic to make a left turn as traffic allows. <br />3.4 Alternate Improvements <br />Bituminous Trail Improvements (Cemetery) <br />A 10-foot-wide bituminous trail is proposed from County Road C (29th Avenue NE) between the <br />cemetery and the industrial park to the south where an existing bituminous trail exists. Extension <br />of the bituminous trail would provide a much-needed bike connection between the bicycle-friendly <br />roads north of the intersection of CSAH 88 and County Road C and the Minneapolis Diagonal <br />Trial. The City will be required to provide funding for 100% of the improvement cost for the <br />bituminous trail. <br />A map illustrating the regional connection the trail through the cemetary would create can be <br />found on Figure 7 of Appendix A. <br />Highway 88 Turn Lane Improvements <br />There is currently a free-right-turn from Highway 88 (50 mph speed limit) onto County Road C <br />(29th Avenue NE) (45 mph speed limit). As traffic exits Highway 88 onto County Road C (29th <br />Avenue NE) using the free-right-turn they quickly approach the intersection of Count Road C (29th <br />Avenue NE) and Anthony Lane. Vehicles coming off the free-right-turn looking to turn left on <br />Anthony Lane have approximately 260 feet to cross a lane of traffic, enter a left turn lane, and <br />reduce their speed from 50 mph to a safe tuning speed, creating pedestrian and vehicle safety <br />concerns. <br />The City has directed staff to investigate two options for improvements to the free-right-turn from <br />Highway 88 onto County Road C (29th Avenue NE) to review budget impacts to the City’s overall <br />Capital Improvement Plan (CIP): <br />Option 1: Remove the existing free-right-turn and make signal improvements to the <br />Highway 88 and County Road C (29th Avenue NE) signal system to allow vehicles to <br />make a right turn at the signalized intersection. This option will require vehicles to slow <br />down prior to entering County Road C (29th Avenue NE) increasing vehicle and <br />pedestrian safety. For the improvements to be considered in Option 1, funding is <br />anticipated to be 100% County participation. <br />Option 2: Leave the free-right-turn as it exists today and install the necessary pedestrian <br />improvements to allow pedestrian to safely cross the free-right-turn, including pedestrian <br />crosswalks and signage. Option 2 improvements will be considered if County funding is <br />not available for Option 1. <br />A map illustrating the proposed turn lane improvements can be found on Figure 5 of Appendix A. <br />68
