2019 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 7 <br />Bituminous Mill and Overlay Improvements <br />Improvements along Silver Lane and Silver Lake Terrace include milling down the existing <br />bituminous pavement 1 3/4-inches along the full width of the roadway. A new 1 3/4-inches wear <br />course will then be paved over the entire street extending the pavement life of the roadway until <br />the road can be reconstructing in the future. New concrete curb and gutter along Silver Lake <br />Terrace will also be installed to improve drainage and protect the edge of the existing roadway <br />until the road can be reconstructed in the future. <br />Additional improvements include removing and replacing a block retaining wall located at the <br />northwest end of the cul-de-sac on Silver Lake Terrace. The existing 8-foot retaining wall is <br />beginning to lean away from the roadway causing separation in the adjacent driveway. The <br />retaining wall is proposed to be removed and a new large block wall installed. <br />A map illustrating the mill and overlay improvements can be found on Figure 8 of Appendix A. <br />The typical sections for the proposed mill an overlay improvements can be found on Figure 9 of <br />Appendix A. <br />3.5 Permits and Approvals <br />Reconstruction of the roadways will disturb over one acre and will require a National Pollution <br />Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR 100001) that must <br />be obtained by the City of St. Anthony Village from the Minnesota Pollution Control Agency <br />(MPCA). <br />The reconstruction of the existing water main will require a permit from the Minnesota Department <br />of Health. <br />The construction will also require a permit from the Rice Creek Watershed District (RCWD) and <br />coordination with the Mississippi Watershed Management Organization (MWMO). This may <br />require stormwater treatment for the runoff from the project area. <br />69
