City Council Regular Meeting Minutes <br />April 9, 2019 <br />Page 4 <br />1 Assistant City Engineer Messner stated the total amended estimated project cost for the 2020 <br />2 Street and Utility Improvement Project is approximately $2,446,200 with the City of St. Anthony <br />3 Village responsible for approximately $1,969,100 and special assessments in the amount of <br />4 $477,100. He reviewed the project schedule and noted that the first public meeting will be held <br />5 sometime in November of 2019. <br />6 <br />7 Councilmember Stille stated that typically the City completes some sort of street improvement <br />8 project every year. He stated that this most recent project was a bit different because it covered <br />9 both 2019 and 2020 with a lot of different alternates so that as things progressed the City had the <br />10 ability to pivot when necessary. He explained that this is the reason for the amendment to the <br />11 feasibility study. <br />12 <br />13 City Manager Casey stated that completing a 2 -year feasibility study also allowed the City to <br />14 leverage grants and other funding opportunities. <br />15 <br />16 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 19- <br />17 031; a Resolution Accepting Amended Feasibility Report and Ordering Plans and Specifications <br />18 for the 2020 Street and Utility Improvements. <br />19 <br />20 Motion carried 5 -0. <br />21 <br />22 B. Resolution 19 -032; a Resolution Awarding the Bid and Ordering Improvements for the <br />23 Silver Lake Road Flooding Project <br />24 <br />25 Assistant City Engineer Messner provided a PowerPoint presentation that included information <br />26 on the Silver Lake Road Flood Reduction Project area, agencies involved in this cooperative <br />27 project, improvements, bids received on January 20, 2019, project costs and funding breakdown, <br />28 project schedule, and how to sign up to receive email and text notifications. <br />29 <br />30 Assistant City Engineer Messner reviewed the resolution with the Council and indicated that it <br />31 orders the improvements for the Silver Lake Road Flood Reduction Project and awards the <br />32 contract to the lowest bidder, Lametti and Sons, Inc. with a bid amount of $667,870. He noted <br />33 that including contingency and engineering costs, the total project cost will be $917,870. He <br />34 stated that the City has received a number of grants for this project so the City's costs will be <br />35 $265,870. He noted that the project will be substantially completed in July of 2019. <br />36 <br />37 Mayor Faust stated that the fact that there are 4 or 5 outside agencies participating in the cost for <br />38 this project speaks well of the City's reputation. He expressed his appreciation to Public Works, <br />39 WSB and the City Manager for working to make this happen. <br />40 <br />41 Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Resolution 19- <br />42 032; a Resolution Awarding the Bid and Ordering Improvements for the Silver Lake Road Flood <br />43 Reduction Project. <br />44 <br />45 Motion carried 5 -0. <br />46 <br />
