MEMORANDUM
TO:
ST. ANTHONY VILLAGE CITY COUNCIL
FROM:
JOHNSON CONTROLS, INC.
SUBJECT:
FACILITY IMPROVEMENT PROJECT OPTIONS
DATE:
FOR APRIL 8m WORK SESSION
CC:
MICHAEL MORNSON, JAY HARTMAN, ROGER LARSON
After the work session on March 18'x', 2008, we were informed the Council has questions which need to be
addressed in order to support a Facility Improvement Project. Per out discussions with the City Manager,
there are concerns about an alternate bid on the `HVAC and Control Systems Replacement' at City Hall and
the annual inflation rate on `Operations and Maintenance Savings'. We have addressed these items below.
First and foremost, the HVAC Project in Option C is much more comprehensive than a typical plan and
specification project. Secondly, the alternate bid by Alliance is not an apples to apples comparison. There are
many items which are included in the Johnson Controls project that produce real long -term value, comfort
improvements and substantial savings to the City of St. Anthony. We have listed the significant differences
below:
Overall Benefits of a Project with JCI
• Turnkey approach with Financing
• Guaranteed Price- NO CHANGE ORDERS
• Guaranteed Performance
• Guaranteed Savings for 15 years
• Support /Training /Service
• Measurement and Verification
• Project management and engineering
• Efficiency guarantees
• Lifecycle approach
• Competitively bid
• Guaranteed completion date
• Improved comfort
Controls
• Latest technology with extended architecture
• Graphics, Server and Headend
• More capacity and expandable
• Ability to integrate with fire and security
• Additional commissioning capabilities
• 50 technicians on staff
• Revision and upgrades for future expansion
• Occupancy sensors
• Warranty services direct from manufacturer
® Johnson Controls, Inc 2008
Proprietary and Confidential
Boiler
• High efficiency boilers- 95% vs. 87%
• Longer life and less maintenance
• Redundancy
• 4 boilers versus only one- staging capability
increased energy efficiency
• Direct heat hot water- more efficient
• Baseboard heat in 11 areas included
• Destratification fans included
• Significantly improved comfort and efficiency
Rooftop Units (RTUs)
• Ductwork and VAV Box modifications
• Redesign of air handlers- more CFM to
provide proper cooling
• Improved comfort
• Proper air flow
• High efficiency rooftops with new refrigerate
• Hail guards allows for longer life and
efficiency
• Rooftop controls with better flexibility for
sequencing of operations
• Variable Frequency Drives for RTUs
• Replacement of RTUs now addresses
escalating repair costs
