City Council Regular Meeting Minutes July 9 , 2019 Page 3 Alternate 1 and $473,667.50 for Bid Alternate 2. The Engineer’s Estimate was $280,000 and 1 $300,000 respectively. Based on the results of the bids received and given the current bidding 2 climate, City Staff recommends the Council reject all bids. Mr. Messner noted they are seeing 3 bids on construction projects going over by 10-50% the engineer’s estimates. 4 5 Motion by Councilmember Gray, seconded by Councilmember Randle to approve Resolution 6 19-057; a Resolution to reject all bids received for the industrial park flood improvement project 7 rebid. 8 9 Motion carried 5-0. 10 11 Mr. Messner provided updates on four construction projects currently underway, the 2018 Street 12 Reconstruction Project, the Silver Lake Road Flood Improvement Project, the County Road C 13 Project, and the 2019 Reclamite Pavement Reconditioning Project. Mr. Messner explained the 14 reclamite process. 15 16 B. Recognition of St. Anthony Village Wine and Spirits Top 100 Retailers Award from 17 Beverage Dynamics. 18 19 Liquor Operations Manager Mike Larson introduced Paul Kaspzak, Executive Director of the 20 Municipal Beverage Association. 21 22 Mr. Kaspzak gave a brief description of MBA. He and Mr. Larson attended a conference in 23 Louisville, KY last month that was sponsored by Beverage Dynamics. At the conference, St. 24 Anthony Village Wine and Spirits received the award. Mr. Larson review some of the tracts he 25 attended at the Conference. He accepted the award on behalf of the City of St. Anthony. Mr. 26 Larson recognized the staff at the stores. Mr. Larson presented the Council with the award with 27 Mayor Faust accepting on behalf of the City. 28 29 Councilmember Gray congratulated Mr. Larson and his staff, noting the stores have an 30 outstanding staff. 31 32 Councilmember Jenson commended Mr. Larson and staff for developing a plan of leadership 33 strategy and execution through an operating system. 34 35 Councilmember Stille congratulated Mr. Larson and staff, noting that Mr. Larson is an extension 36 of the City. He is impressed that the staff was present at the meeting. 37 38 Mayor Faust stated it was a great job as always, commenting that Mr. Larson is a lot more than 39 the Liquor Manager and is able to weather against competition. This is a big award which 40 involves all liquor stores that are part of the MBA. Mayor Faust agreed that Mr. Larson and staff 41 are an asset to the City. 42 43 VII.
