The Engineer’s Estimate was $280,000 and 1 <br />$300,000 respectively. Based on the results of the bids received and given the current bidding 2 <br />climate, City Staff recommends the Council reject all bids. Mr. Messner noted they are seeing 3 <br />bids on construction projects going over by 10-50% the engineer’s estimates. 4 <br /> 5 <br />Motion by Councilmember Gray, seconded by Councilmember Randle to approve Resolution 6 <br />19-057; a Resolution to reject all bids received for the industrial park flood improvement project 7 <br />rebid. 8 <br /> 9 <br />Motion carried 5-0. 10 <br /> 11 <br />Mr. Messner provided updates on four construction projects currently underway, the 2018 Street 12 <br />Reconstruction Project, the Silver Lake Road Flood Improvement Project, the County Road C 13 <br />Project, and the 2019 Reclamite Pavement Reconditioning Project. Mr. Messner explained the 14 <br />reclamite process. 15 <br /> 16 <br />B. Recognition of St. Anthony Village Wine and Spirits Top 100 Retailers Award from 17 <br />Beverage Dynamics. 18 <br /> 19 <br />Liquor Operations Manager Mike Larson introduced Paul Kaspzak, Executive Director of the 20 <br />Municipal Beverage Association. 21 <br /> 22 <br />Mr. Kaspzak gave a brief description of MBA. He and Mr. Larson attended a conference in 23 <br />Louisville, KY last month that was sponsored by Beverage Dynamics. At the conference, St. 24 <br />Anthony Village Wine and Spirits received the award. Mr. Larson review some of the tracts he 25 <br />attended at the Conference. He accepted the award on behalf of the City of St. Anthony. Mr. 26 <br />Larson recognized the staff at the stores. Mr. Larson presented the Council with the award with 27 <br />Mayor Faust accepting on behalf of the City. 28 <br /> 29 <br />Councilmember Gray congratulated Mr. Larson and his staff, noting the stores have an 30 <br />outstanding staff. 31 <br /> 32 <br />Councilmember Jenson commended Mr. Larson and staff for developing a plan of leadership 33 <br />strategy and execution through an operating system. 34 <br /> 35 <br />Councilmember Stille congratulated Mr. Larson and staff, noting that Mr. Larson is an extension 36 <br />of the City. He is impressed that the staff was present at the meeting. 37 <br /> 38 <br />Mayor Faust stated it was a great job as always, commenting that Mr. Larson is a lot more than 39 <br />the Liquor Manager and is able to weather against competition. This is a big award which 40 <br />involves all liquor stores that are part of the MBA. Mayor Faust agreed that Mr. Larson and staff 41 <br />are an asset to the City. 42 <br /> 43 <br />VII.
