City Council Regular Meeting Minutes <br />July 9, 2019 <br />Page 3 <br />1 Alternate 1 and $473,667.50 for Bid Alternate 2. The Engineer's Estimate was $280,000 and <br />2 $300,000 respectively. Based on the results of the bids received and given the current bidding <br />3 climate, City Staff recommends the Council reject all bids. Mr. Messner noted they are seeing <br />4 bids on construction projects going over by 10-50% the engineer's estimates. <br />5 <br />6 Motion by Councilmember Gray, seconded by Councilmember Randle to approve Resolution <br />7 19-057; a Resolution to reject all bids received for the industrial park flood improvement project <br />8 rebid. <br />9 <br />10 Motion carried 5-0. <br />11 <br />12 Mr. Messner provided updates on four construction projects currently underway, the 2018 Street <br />13 Reconstruction Project, the Silver Lake Road Flood Improvement Project, the County Road C <br />14 Project, and the 2019 Reclamite Pavement Reconditioning Project. Mr. Messner explained the <br />15 reclamite process. <br />16 <br />17 B. Recognition of St. Anthony Village Wine and Spirits Top 100 Retailers Award from <br />l 8 Beverage Dynamics. <br />19 <br />20 Liquor Operations Manager Mike Larson introduced Paul Kaspzak, Executive Director of the <br />21 Municipal Beverage Association. <br />77 <br />23 Mr. Kaspzak gave a brief description of MBA. He and Mr. Larson attended a conference in <br />24 Louisville, KY last month that was sponsored by Beverage Dynamics. At the conference, St. <br />25 Anthony Village Wine and Spirits received the award. Mr. Larson review some of the tracts he <br />26 attended at the Conference. He accepted the award on behalf of the City of St. Anthony. Mr. <br />27 Larson recognized the staff at the stores. Mr. Larson presented the Council with the award with <br />28 Mayor Faust accepting on behalf of the City. <br />29 <br />30 Councilmember Gray congratulated Mr. Larson and his staff, noting the stores have an <br />31 outstanding staff. <br />32 <br />33 Councilmember Jenson commended Mr. Larson and staff for developing a plan of leadership <br />34 strategy and execution through an operating system. <br />35 <br />36 Councilmember Stille congratulated Mr. Larson and staff, noting that Mr. Larson is an extension <br />37 of the City. He is impressed that the staff was present at the meeting. <br />38 <br />39 Mayor Faust stated it was a great job as always, commenting that Mr. Larson is a lot more than <br />40 the Liquor Manager and is able to weather against competition. This is a big award which <br />41 involves all liquor stores that are part of the MBA. Mayor Faust agreed that Mr. Larson and staff <br />42 are an asset to the City. <br />43 <br />44 VII.
